Moldova

  • Democracy and the rule of law
  • Social development
  • Economy and employment

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in the Republic of Moldova since 1994. It has had an office in the capital, Chisinau, since 2014.

The Republic of Moldova is Europe’s smallest country and one of its weakest economies. More than half of the population lives in rural areas, where some villages are still without a water supply or reliable energy supply. Almost one million Moldovans have left the country in search of a better life. At the same time, many refugees have arrived in the country following Russia’s war of aggression against Ukraine. This influx is putting pressure on the health, social and education systems.

Moldova was granted candidate status for accession to the European Union (EU) in 2022. As a result, many reforms are required in areas such as the judiciary, administration and the energy sector.

Our work on site: For economic development and social cohesion

GIZ’s work in Moldova is carried out primarily on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Foreign Office (AA) and the German Federal Ministry for Economic Affairs and Climate Action (BMWK). It focuses on the following topics:

  • Climate change adaptation and a just transition
  • Economic development, training and employment
  • Peaceful and inclusive societies

To promote a socially just energy transition, GIZ works to improve the energy efficiency of public and residential buildings. In this context, it supports the municipal and national officials in driving renewable energies forward and achieving energy security in the country. It also supports the administrative authorities of rural populations in improving the water supply and wastewater disposal, for example.

Through economic support and improved education and training, GIZ promotes regional economic growth. Practical training programmes provide young women and men with qualifications and targeted support to enter economic sectors with high staffing requirements and growth.

Due to the influx of refugees, GIZ assists host communities so that they can provide people with better support. It does so by simplifying access to health, social and training services and by promoting social cohesion.

GIZ also supports administrative authorities in implementing the government programme in line with the criteria for potential EU accession. Objectives include reducing corruption, improving administrative and financial strategies, and expanding citizen-oriented public services through digitalisation.

Projects in this country

The content of this project portal is updated daily and is usually available in German and English. The project portal is divided into various levels that structure the different data and content: a supraregional level with information about all GIZ projects along with a continent and a country level. In addition, you can find individual project pages with detailed information about the projects.

As far as the individual project pages are concerned, please note that the database for the project data search is not the same as for the aggregated data. Not every page has an individual project page. This is because individual project pages are not provided for GIZ self-initiated measures (financed using GIZ’s own funds). Moreover, for projects commissioned by parties other than the German Government, project pages can only be posted after approval has been obtained from the commissioning party/client.

Several additional comments on the data are necessary:

  • The commission volumes indicate the volume of ongoing projects, not the commission volume per year.
  • Data on regional projects and programmes are included in the global and continental levels only. They cannot be displayed by selecting more than one of the countries in the region.
  • Definitions:
    • ‘Supraregional global’ includes all GIZ projects.
    • ‘Regional’ projects are implemented in at least two partner countries.
    • ‘Bilateral’ projects are ones that are agreed between Germany and a partner country and are implemented jointly.
    • ‘Combined financing arrangements’ are contributions by third parties (all actors other than the German Government) to TC projects/programmes by the German Government.
    • The term ‘German public sector clients’ refers to municipalities, German federal states and all German federal ministries apart from BMZ.
    • ‘Other commissioning parties/clients’ refers to commissions not awarded by the German Government.
