Context

In 2019, the Indian Ministry of Housing & Urban Affairs (MoHUA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) signed a joint declaration of intent on Green Urban Mobility Partnership (GUMP). Both countries agreed to collaborate more closely to transform urban transport systems through more efficient, people-centric and low-carbon mobility solutions.

BMZ agreed to make available concessional loans in the volume of one billion Euros through KfW Development Bank over a period of five years up to 2023. The funds are to be used for sustainable improvements to urban mobility infrastructure. Measures range from city bus transport systems, metros, and non-motorised transport to multimodal integration.

In addition, the GIZ is providing technical cooperation to national, state and local institutions and decision-makers for designing sustainable, inclusive and smart solutions for easy and affordable mobility.

Objective

Sustainable urban mobility infrastructure in India is improved.

Approach

A joint support unit is established in MoHUA with KfW and GIZ experts to providing expert assistance to the Green Urban Mobility Partnership. The technical experts embedded within MoHUA assist in coordinating the implementation of mobility projects by:

  • Preparing core and steering group meetings – joint governance structures in which both governments take decisions on matters of GUMP
  • Providing technical support for the strategic development of GUMP (e.g., results-based action plan, monitoring jointly agreed targets)
  • Advising local actors on financing and implementing urban mobility projects

The support unit also runs outreach activities at international conferences to promote project impacts and increase visibility of Indo-German cooperation worldwide.
