Study on the Collaboration between Supreme Audit Institutions and Anti-Corruption Authorities in six East-African Countries & Development of a Collaboration Framework

The Good Financial Governance (GFG) in Africa programme promotes transparency and accountability in public financial management and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union and the Ministry of Foreign Affairs of Finland. Its objective is to empower Good Financial Governance change agents in the areas of taxation, budgets, financial control, and legislative financial and budgetary supervision in Africa to support systemic changes in African countries and reduce illicit financial flows in Africa. One of GFG’s key partner organizations in the area of external audit is the African Organization of English-Speaking Supreme Audit Institutions (AFROSAI-E), a linguistic subgroup of AFROSAI. The AFROSAI-E Secretariat was established to support the 26-member Supreme Audit Institutions (SAIs) in Africa with capacity building initiatives to fulfil their mandates.  The Secretariat is hosted by the Auditor General of South Africa.

GFG aims to appoint a service provider to support the implementation of the anti-corruption work stream with AFROSAI-E. The objectives of the assignment are twofold: first, the service provider shall implement a research project assessing the state of collaboration between SAIs and Anti-Corruption Authorities in six selected East-African countries (Ethiopia, Kenya, Rwanda, South Sudan, Tanzania, Uganda). The second objective (after conclusion of the research) is the development of a good practice collaboration framework for SAIs and ACAs. This project is a collaboration between AFROSAI-E and the East-African Association of Anti-Corruption Authorities (EAAACA). The SAIs and ACAs in the six selected countries share membership in both organizations.
