Stakeholder Liaison Specialist (Part Time Position – 50%)

BACKGROUND

The BMZ financed programme “Transboundary Water Management in SADC” supports the implementation of regional strategies for Integrated Water Resource Management. In its fifth phase, the focus lies on supporting the national programme for Integrated Catchment Management (ICM) in Lesotho, which is co-financed by the European Union (EU). ICM is a multi-stakeholder initiative that includes ministries, civil society, and the private sector. The programme aims to develop capacities of Basotho stakeholders and implementing rehabilitation and prevention measures at catchment level.

ABOUT THE POSITION

The Stakeholder Liaison Specialist supports the management team and technical advisers in the GIZ project ‘Support to Integrated Catchment Management in Lesotho’. She/he is responsible for the effective liaison with relevant stakeholders at the national level in Lesotho; and for stakeholder management to advance the national programme for integrated catchment management ReNOKA in Lesotho across relevant sectors. The specialist provides strategic guidance on the systematic integration of ICM as part of Lesotho’s long-term national development and growth goals (NSDP, SDGs), climate resilient targets (NDC, NAP), and other relevant sectorial policies, plans, and programmes.

RESPONSIBILITIES AND TASKS

Stakeholder Liaison Specialist - ICM is required to undertake the following tasks:

  • Liaison and communication with key stakeholders for integrated catchment management.
  • Advances the liaison with key stakeholders that are critical to achieve project objectives and outputs. This includes, among others, ministries responsible for water, land, environment, agriculture, finance, and development planning; as well as parastatal institutions (e.g., LHDA) and educational institutions (e.g., National University of Lesotho)
  • Supports the positioning of ReNOKA, the national programme for ICM in Lesotho among key stakeholders in Lesotho. This includes the National Assembly, Senate, Palace, and Senior Government Officials and Office Holders
  • Ensures the adequate representation of GIZ within relevant coordination structures with the Government of Lesotho
