Empowering Local Governments in Pakistan for SDG Success

Lawmakers and stakeholders convened at the "National Meet on Sustainable Development Goals" to empower local governments and strengthen parliamentary democracy in Pakistan. The event organised by the National Assembly's SDGs Secretariat in collaboration with Mustehkam Parliamaan and GIZ was a step forward advocating for SDG 16 aiming at “Peace, Justice and Strong Institutions.  

A Catalyst for Change: Advocating for Constitutional Amendments

The transformative initiative focuses on proposed amendments to Article 140-A of the Constitution of Pakistan. The goal is to establish a robust local government system aligned with SDG Goal 16 - "Peace, Justice, and Strong Institutions." This initiative gained momentum following a meeting with SAPM MNA Romina Khan, seeking support for a Constitutional Amendment to devolve political, administrative, and financial responsibilities to empower local governments in addressing social and economic issues.

From Global Goals to Local Impact  

Guided by the theme "From Global Goals to Local Impact: Empowering Local Governments for SDG Success," the National Meet aimed to enhance the knowledge of lawmakers and stakeholders, aligning with Mustehkam Parlimaan's workplan's Result - Enhance knowledge of parliamentarians and other key stakeholders to achieve SDGs.

The results are far-reaching and have a positive impact on Grassroots Democracy:

  1. Constitutional Amendments: Lawmakers proposed and finalized amendments to Article 140-A during the National Meet. These amendments advocate for devolving powers and authority to local governments, ensuring continuity through regular elections.  
  2. Localization of SDGs: The Meet addressed a major hurdle in achieving SDG targets – the lack of localization. With barriers faced by local governments, particularly the reluctance of provincial governments to transfer powers, the event provided a platform for discussing a way forward for the third tier of government. 
  3. Advocacy for Grassroots Democracy: The SDG Secretariat, in collaboration with Mustehkam Parliamaan, EU, and GIZ, advocated for a Constitutional Amendment, a crucial policy reform contributing to grassroots democracy, inclusivity, and equitable development.  
  4. Acknowledgment and Collaboration: The SDG Secretariat extended a special invitation to the EU Ambassador, acknowledging the collective efforts of Mustehkam Parliamaan, EU, and GIZ. This recognition highlights the collaborative approach towards achieving SDG success.

A Strong Call for Stability and Empowerment

Lawmakers attending the National Meet have unequivocally stressed the imperative of robust constitutional protection for local governance. The proposed amendments, notably the inclusion of a 35% quota for women in local councils, seek to establish enduring, administratively and financially empowered local governments committed to stability and empowerment.
