To Conduct a Benchmarking Study on Gender Mainstreaming at NERSA – Internal and External Integration with Strategic Recommendations

The South African-German Energy Programme (SAGEN) is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Department of Mineral Resources and Energy (DMRE), South African National Energy Development Institute (SANEDI), Eskom and the South African Local Government Association (SALGA).

The National Energy Regulator of South Africa (NERSA), in collaboration with GIZ, is undertaking a Gender Mainstreaming Benchmarking Study to assess and strengthen NERSA’s gender inclusivity and responsiveness. This study will compare NERSA’s current gender mainstreaming efforts against recognized international and national best practices within the energy sector and among public regulatory bodies.

In this context, NERSA seeks to contract a Firm of Consultants to support the following:

  1. Conduct a benchmarking exercise comparing NERSA’s gender mainstreaming efforts with successful initiatives from up to eight local and global organizations.
  2. Develop a comprehensive action plan with specific steps for integrating gender mainstreaming into NERSA’s policies, culture, and daily operations, including:
    • Strengthening gender-responsive policies.
    • Embedding gender equality into workplace operations.
    • Developing measurable indicators aligned with the WEGE Strategy to track progress.

GIZ invites eligible and professional companies with local presence in South Africa to participate in this tender, and consortiums would be welcomed.
