Context
Tunisia is regarded as a digital role model on the African continent. Following the Arab Spring in 2011, a dynamic IT ecosystem has emerged in the north African country, which has already secured more than 110,000 jobs in 1,800 companies.
Digitalisation holds great potential and is being promoted by a national digital strategy. Among other things, this provides for the digitalisation of administrative processes, which are very paper-intensive and confusing for citizens. They hinder economic growth, investment and international trade.
The modernisation and digitalisation of the administration can advance socio-economic development at a time of high unemployment and a weak economy.
Objective
Access to administrative services is more digital, inclusive and transparent.
Approach
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been a key partner to Tunisia since 2019. It supports the country in implementing its digital transformation strategy and thus in making access to inclusive administrative services more digital, inclusive and transparent.
The project follows on from the successful predecessor project and is implemented under the umbrella of the Digital Transformation Center in Tunisia. It pursues four approaches:
- Strategy
It supports strategies to implement digital transformation. - Digital solutions
It develops transparent, user-centred and long-term digital applications for public administration. - Capacity development
It creates the foundations for long-term change within administrative bodies. - Awareness-raising
It raises public awareness of the use of digital applications.
