First grid connected rooftop solar photovoltaic project in Madhya Pradesh begins operation with GIZ support

Bhopal, November 17 : Honourable Minister for Mining, Energy and Public Relations, Madhya Pradesh Government, Mr. Rajendra Shukla today inaugurated the first grid connected rooftop solar photovoltaic plant (11.96 kW) installed on the roof of Power Distribution Training Centre, Bhopal . This plant is one out of the many similar capacities envisaged to be implemented in three cities of Madhya Pradesh, Bhopal (1.5 MW), Indore (1.5 MW) and Jabalpur (2 MW).

Madhya Pradesh Madhya Kshetra Vidyut Vitaran Co. Ltd. (MPMKVVCL), along with the other two distribution licensees in Madhya Pradesh, is leading this initiative with financial assistance in the form of upfront capital subsidy from Ministry of New and Renewable Energy (MNRE) and technical support through the ComSolar Project implemented by GIZ, in partnership with MNRE.

Under the initiative, solar photovoltaic projects are being implemented on the roofs of pre-identified government buildings with zero rent. The State Government has appreciated the measures taken by the distribution company and has already provided its consent for the implementation of projects on several government buildings. The electricity generated will be purchased by the Madhya Pradesh Power Management Co. Ltd. (MPPMCL) on behalf of respective distribution companies at fixed tariffs for 25 years. The tariffs have been determined based on a competitive bidding organized by MPMKVVCL, wherein, the winning developer RattanIndia Apna Solar has signed power purchase agreement at Rs. 5.18, Rs. 4.90 and Rs. 5.11 per kWh for the generated electricity from projects installed in Bhopal, Indore and Jabalpur, respectively. MNRE has extended its financial assistance as subsidy Rs. 12 crore which shall be passed on the developer.

Every big journey starts with a single step, and the milestone achieved today is marked as a starting single step for the journey of development of the rooftop solar photovoltaic segment in Madhya Pradesh. Recently, the Madhya Pradesh Electricity Regulatory Commission has also announced MPERC (Grid connected Net Metering) Regulations, 2015, which shall further support the development of the segment. MPMKVVCL is looking forward to replicate such projects in future and have requested the technical and financial support from MNRE and GIZ.
