Call for Expression of Interest -ASSET MANAGEMENT - Development of Standard Operating Procedures (SOP) and Strategy on Expenditure Management and Training for our partner municipalities - 83358471

The Governance Support Programme (GSP II) is a partnership programme agreed to between the Governments of South Africa and Germany. It is a technical cooperation programme co-steered at national level in a partnership between the Department of Cooperative Governance, the Department of Public Service and Administration, the National Treasury, the Department of Planning, Monitoring and Evaluation, the South African Local Government Association (SALGA) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the latter responsible for the implementation of the development contributions on behalf of the German Federal Ministry for Economic Cooperation and Development and in delegated cooperation as well as the US Government acting through the United States Agency for International Development (USAID). GSP II seeks to appoint a service provider to capacitate the senior finance officials in the development of Standard Operating Procedures (SOP) and strategy on Expenditure management as well as conduct training for our partner municipalities in Eastern Cape (EC) and Mpumalanga (MP) Provinces. The assignment is to achieve, at minimum, the following outcomes: 1. Development of the Standard Operating Procedures on Expenditure management; 2. Development of the Expenditure management Strategy; 3. Conduct Expenditure management training for municipal finance officers; and 4. Provide recommendations for senior municipal finance officials on how to ensure compliance to MFMA, deal with and avoid Irregular, Unauthorised, Fruitless and Wasteful Expenditure (UIFWE). GIZ invites eligible and professional companies with local presence in South Africa to participate in this. Expression of Interest forms are available to download until 07.08. 2020.
