Context

The Association of Southeast Asian Nations (ASEAN) region is an economic zone of around 630 million people with regional gross domestic product of 2.4 trillion US dollars (2015), with an average growth of 5.3 per cent per year during the 2007-2015 period. The demand for energy is immense due to the economic growth in the region driven by the transport and industry sectors. However, energy demand and supply in individual ASEAN Member States (AMS) vary depending on the availability of resources, as well as political and regulatory frameworks.

A regional guiding document, ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025 envisages a target of 23 per cent of renewable energy (RE) share in total primary energy supply (TPES) by 2025. As for energy efficiency and conservation (EE&C), the AMS are committed to achieve a 20 per cent reduction in energy intensity by 2020 and a 30 per cent reduction by 2025 based on 2005 levels.

Since 2008, Germany and the ASEAN Centre for Energy (ACE) have been cooperating in advancing RE in the region. The work started with the implementation of ASEAN-German Mini Hydro Programme from 2007 to 2010 and continued with the Renewable Energy Support Programme in ASEAN from 2010 to 2016, and lastly succeeded with the ASEAN-German Energy Programme Phase I from 2016 to 2019.

Objective

The strategic role of ACE as a regional competence centre of excellence for sustainable energies is strengthened.

Approach

Now with additional focus on the field of energy efficiency, ACE and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH are jointly implementing ASEAN-German Energy Programme (AGEP). AGEP aims to improve regional coordination for the promotion of renewable energy and energy efficiency towards sustainable energy for all. AGEP is being implemented in regional contexts in all ASEAN Member States.

In the energy sector, GIZ supports the introduction and deployment of renewable energy (RE) and energy efficiency (EE) in the partner region through a methodological approach, technical and financial competence and enables partner organisations to move towards a sustainable energy supply using their potential.
 
The overall objective of the AGEP II is to strengthen ACE in its role as a regional centre of excellence for sustainable energy through various measures such as:

  1. Supporting ACE in providing innovative services to promote sustainable energy which is indicated by (i) Two multistakeholder dialogues on RE/EE with participants from 7 AMS, and (ii) The ASEAN Energy Outlook #6 has been approved by Senior Officials Meeting on Energy (SOME).
  2. Improving the collection and digital processing of socio-economic and energy-specific data in AMS which is indicated by (i) Two data collection and processing guidelines used by a selected Sub-Sector Network, and (ii) 70 per cent of the 50 participants from a total of 3 training courses for data collection and data processing received a passing grade of 3 or better on a 4-point scale, indicating that the knowledge gained is useful for their daily work
  3. Implementing activities related to ACE’s organisational development plan are implemented, which is indicated by: (i) 12 experts and interdisciplinary training courses, with 40 per cent being women, and (ii) a long-term business plan is prepared and submitted to ACE Government Council.
