Context

Greece has ambitious targets for rolling out renewable energy and improving energy efficiency. By 2030, renewable energy is to cover 35 per cent of energy consumption, while overall consumption is to be reduced by 38 per cent. Achieving these goals requires much greater investment in renewable energy sources and energy efficiency. The Greek Recovery and Resilience Plan has earmarked extensive funding for this over the next few years.

Investments in clean energy will also help the Greek economy recover from the effects of the COVID-19 pandemic. However, for this to be successful the framework conditions in Greece – especially for new and innovative energy technologies – must first be improved.

Objective

Framework conditions in the Greek energy industry, particularly for promoting the efficient and effective implementation of the Greek Recovery and Resilience Plan and for achieving the national energy and climate targets by 2030, are improved.

Approach

The project advises the Greek Ministry for Environment and Energy (YPEN) on coordinating, implementing and monitoring the investments and reforms for clean energy under the Recovery and Resilience Plan. It also helps to improve the framework conditions for investments in renewable energies and energy efficiency.

The project identifies barriers and provides relevant lessons learned and examples of good practice from other EU member states. It develops recommendations for further developing clean energy technologies in Greece. In this way the project strengthens the competencies of the Ministry of Energy. At the same time it involves the relevant stakeholders in the Greek energy sector.

The project is working on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK). The European Commission is cofinancing the project.
