Data protection declaration for the Local Personnel and Consultant Procedure (OKV)

In the following, we inform users about data processing within the framework of the Local Personnel and Consultant Procedure (OKV). Further information on the data collected on giz.de can be found in the privacy policy of the website.

Applicants apply for the OKV procedure via an online form. The online form is embedded in the GIZ website. The combination of the two forms the applicant platform.

1. Controller and Data Protection Officer

2. Transfer of data to countries outside Germany

GIZ does not transfer any personal data to third countries.  Excluded from this are the data that you provide to us in order to support your departure in the event of a positive decision by the Federal Government. This includes passport and ID data to our service provider as well as to hotels, airlines, and German embassies.

3. Information on the collection of personal data

GIZ processes personal data exclusively in accordance with the EU General Data Protection Regulation (GDPR) and the Federal Data Protection Act (BDSG).

Personal data includes, for example, name, address, e-mail addresses and user behaviour.

GIZ processes personal data only to the extent necessary. This depends on which data is required and processed for what purpose and on what basis depends largely on the type of service you are using or the purpose for which the data is needed.

4. Processing of personal data when contacting us

When users contact us, the data provided will be processed in order to be able to answer the request. The following contact options are available:

Applicant platform ("Local Personnel Procedure (OKV)")

A form ("Local Staff Procedure (OKV)") is available on the GIZ website with which you can contact us electronically. If you use the contact form and apply for the OKV procedure, the following (mandatory) personal data will be collected and stored:

• Identity data: your GIZ personnel number, title, first name, last name, date of birth, place of birth, marital status, place of residence (address), job title (last position), place of employment and period of employment,
• Communication data: Your e-mail address and mobile phone number

You can also specify the following additional (optional) data and documents:

• Additional data: your passport number, E Taskeera number, band of your last position
• Documents containing personal data: A copy of your passport, E Taskeera, last employment contract, threatening letter, passport/E Taskeera documents of core family members and Covid Vax proof

The application platform ("Local Staff Procedure (OKV)" presented by GIZ and thus the data processing described above is necessary for the performance of a task in the public interest. The legal basis for the processing of personal data within the framework of the OKV is Art. 6 para. 1 lit. e EU General Data Protection Regulation (GDPR).

An SSL-encrypted connection is used to transmit the data to GIZ.

By using the platform, you expressly consent to the processing described above.

4.1 Contact by e-mail

Alternatively, it is possible to contact GIZ via the e-mail addresses provided. In this case, at least the e-mail address, but also any other personal user data transmitted with the e-mail (e.g., surname and first name, address) as well as the information contained in the e-mail will be stored exclusively for the purpose of contacting the user and processing the request.

The legal basis for the processing of data in connection with e-mail communication is Article 6(1)(f) GDPR.

4.2 Contact by letter

When contacting us by post, the transmitted personal data (e.g., surname and first name, address) and the information contained in the letter are stored for the purpose of contacting us and processing the request.

The legal basis for the processing of data in connection with letter communication is Article 6 (1) (e) GDPR.

4.3 Contact by telephone

When contacting us by telephone, personal data will be processed insofar as this is necessary to process the request.

The legal basis for the processing of data in connection with telephone communication is Article 6 (1) (e) GDPR.

5. Disclosure to third parties

GIZ passes on personal data to the Federal Government for further processing of the local personnel procedure.  As part of the departure escort, personal data is used by various GIZ work areas in Germany and abroad.

The legal basis for this data transfer is Art. 6 para. 1 lit. e GDPR.

In all other respects, GIZ will not pass on your data to other third parties unless you expressly consent to the transfer of data, or we are legally obliged or entitled to do so.

6. Duration of data retention

User data will not be kept for longer than is necessary for the purpose for which it is processed or as required by law.

7. IT security of user data

GIZ attaches great importance to the protection of personal data. For this reason, technical and organizational security measures ensure that the data is protected against accidental and intentional manipulation and accidental deletion as well as against unauthorized access. These measures are updated in line with technical developments and continuously adapted to the risks.

8. Reference to user rights

Visitors to the GIZ website have the right to

• receive information about their data stored by us (Art. 15 GDPR)
• ask for correction of their data stored by us (Art. 16 GDPR)
• ask for deletion of your data stored by us (Art. 17 GDPR)
• request restriction of the processing of their data stored by us (Art. 18 GDPR)
• object to the storage of their data if personal data is processed based on Art. 6 para. 1 sentence 1 lit. f and e GDPR (Art. 21 GDPR)
• receive their personal data in a common and machine-readable format from the controller, so that they can possibly be transmitted to another controller (right to data portability, Art. 20 GDPR)
• revoke your consent if the data has been processed based on consent (Art. 6 para. 1 lit. a GDPR). The lawfulness of the processing carried out based on the consent given remains unaffected until receipt of the revocation.

In accordance with Article 77 GDPR, users also have the right to complain to the competent data protection supervisory authority. The competent authority is the Federal Commissioner for Data Protection and Freedom of Information (BfDI).
