Context

In 2023, the German Federal Ministry for Economic Affairs and Climate Action (BMKW) and the Uruguayan Ministry for Industry, Energy and Mining (MIEM) signed a declaration of intent to set up the Climate and Energy Partnership between Uruguay and Germany. Priority areas for the partnership are:

• Green hydrogen
• Energy efficiency
• Electromobility
• Battery storage

The partnership promotes dialogue between the countries and brings together industry, energy institutions and research centres to support the long-term energy transition in Uruguay through targeted measures. The project is part of the global programme ‘Support for Bilateral Climate and Energy Partnerships in Developing and Emerging Economies’.

Objective

A long-term and regular dialogue has been established between high-level political and private-sector representatives from Uruguay and Germany.

Approach

The project organises meetings between the two countries’ energy ministries and promotes knowledge sharing and technical cooperation on topics such as green hydrogen, energy efficiency and electromobility.

The project involves representatives from public organisations, research institutions and industry in workshops and training trips. It also promotes electromobility and the storage of excess renewable electricity.

In addition to BMKW and MIEM, the project also collaborates with the following stakeholders:

• German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV)
• German Federal Ministry for Economic Cooperation and Development (BMZ)
• German Federal Foreign Office (AA),
• German embassy in Uruguay, Uruguayan embassy in Germany
• Uruguayan-German Chamber of Industry and Commerce (AHK Uruguay)
• Uruguayan National Administration of Power Plants and Electrical Transmissions (UTE)
• Uruguayan Energy and Water Regulator (URSEA)
• German Ministry of Environment (MA)

Two permanent secretariats are in place in Santiago de Chile and Berlin as the first point of contact to implement the climate and energy partnership.
