Context
Ukraine’s energy supply has been adversely affected since the start of Russia’s war of aggression in February 2022. Targeted attacks on energy infrastructure have resulted in more than half of the country’s electricity and heat supply being damaged, destroyed or no longer under Ukrainian control. The population is suffering from outages, price rises and supply insecurity.
Objective
The conditions for measures to boost energy efficiency and harness renewable energy have improved both nationally and locally in Ukraine.
Approach
The project advises the Ministry for Development of Communities and Territories of Ukraine on technical issues, such as the transposition of EU directives into national legislation. It focuses on three points:
• Supporting municipalities
Municipalities can make a major contribution to energy security, energy efficiency and increased use of renewable energy, for example through their public buildings, municipal suppliers and distributed power generation. The project therefore promotes the introduction and development of energy management systems and the creation of municipal energy and heating plans.
• Unlocking financing
The project trains staff at banks and municipalities to ensure they have a better understanding of the financing required for municipal projects for the country’s reconstruction and modernisation, and can assess risks realistically and make targeted use of funding. In addition, the project offers grants and provides technical and organisational support for specific projects.
• Training skilled workers
The project is improving initial and continuing education in the relevant trades at vocational schools and higher education institutions. This enables teaching staff to improve their technical and teaching skills and make use of practical training and modern teaching materials. The project specifically addresses women, to ensure that everyone has the same opportunities to participate in the energy transition.
