SHORT PROJECT DESCRIPTION

FINANCING FOR SUSTAINBLE DEVELOPMENT

The adoption of the Addis Ababa Action Agenda (AAAA) in July 2015 provided impetus to global development policy. It creates a comprehensive and uniform framework for financing sustainable development, which in turn is defined by the Agenda 2030 for Sustainable Development Goals (SDGs) agreed in September 2015. With this new global architecture, states, multilateral organizations and non-state actors such as the private sector and civil society are entering a new phase of development finance that is intended to facilitate the achievement of the SDGs and, in doing so, place people, and in particular the poorest of the poor, at the center. Among the key characteristics of the Addis Agenda are the balancing of traditional public financing from national and international sources and the will to make greater use of private funds for sustainable development.

Even if the seven action areas of the Addis Agenda are largely consolidated as sectoral topics in international development cooperation and are shaped by other international processes such as the Group of Twenty (G20), enormous challenges arise for the implementation of the Addis Agenda. On the one hand, the global development finance process with its numerous sub-processes and multitude of actors requires a strong governance structure that makes it possible to monitor progress and intervene in the event of delay. However, a strong steering structure has not yet emerged. It also remains to be seen what contribution new donors will make to the implementation of the development financing agenda, what approaches will be used in donor partnerships and what partnerships can be formed with philanthropic and other non-governmental organizations. So far, the reform of the international financial architecture together with key actors has not been sufficiently progressed.

The goal of the global project is that German development cooperation shapes the implementation of the international financial architecture together with key actors as a contribution to achieving the goals of Agenda 2030.

The central implementation partner for this is BMZ Unit 413 "New Donors, Development Finance". The project advises the department on the development finance process and its numerous sub-themes. In addition, the project works in coordination with Unit 413 with a large number of key actors in development finance such as UN DESA. The measure concentrates its activities on three fields of action:

1) Further development of innovative financing mechanisms

2) Extending the dialogue with New Donors

3) Strengthening international actors in the global system.

The project builds on the German position on financing for sustainable development and the successfully negotiated final declaration of the 3rd International Conference on Financing for Development. To date, BMZ has been actively involved in shaping the implementation processes and has been able to position itself internationally.
