The tasks of the Federal Chancellery and the Federal Government’s Integration Commissioner (IC), who also serves as the Anti-Racism Commissioner, include funding measures that support refugee projects. The IC provides funding for organisations based in Germany in this context.
The Federal Chancellery and the Federal Government’s IC can manage project funding more efficiently. In particular, they receive support in assessing and processing funding applications and interim and final use-of-funds statements on project and institutional funding in accordance with public funding law.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH project compiles the review memos on funding applications. These are file notes that enable the Federal Chancellery and IC to make decisions on the allocation of funds. It also supports the preparation of decisions on applications by the IC.
GIZ checks whether funds are being used correctly by funded projects. If this is not the case, it identifies any potential reimbursement claims.
GIZ also provides the sector divisions of the Federal Chancellery and IC with commercial and legal advice on funding and is on hand to answer any questions from funding recipients. However, responsibility for the technical assessment and management of funds continues to lie with the Federal Chancellery and the IC.
GIZ as an entity is also active as a project implementing partner. To avoid conflicts of interest here, all project staff adhere to a strict code of conduct. This includes maintaining complete impartiality towards all funding recipients. Furthermore, the GIZ project has no involvement in the preparation or development of GIZ tenders for the Federal Chancellery or IC. In addition, the project does not share any competition-relevant information with project implementing partners within or outside GIZ.
