Context

In 2015, Algeria and Germany signed a declaration of intent to establish their energy partnership. It is the central platform for dialogue between the two countries on energy policy and aims to contribute to the global energy transition.

Algeria is a key partner for Germany in terms of the energy transition, energy security and green hydrogen. The country has enormous potential for renewable energy thanks to its available land and proximity to Europe. By 2035, the country aims to generate 15,000 megawatts – primarily through solar power.

At the same time, the energy partnership works to boost German investments in renewable energy and the distribution of technologies. Exchange and networking platforms facilitate market access for companies in Algeria and remove barriers to investment.

Objective

Algeria is well placed to harness its potential for renewable energy and is driving forward the Algerian and German energy transitions.

Approach

The energy partnership operates in four areas:

• Promoting renewables and integrating them into the electricity grid
• Establishing a regulatory framework to support energy efficiency
• Developing forward-looking energy scenarios
• Producing green hydrogen

The German Federal Ministry for Economic Affairs and Energy (BMWE) and the Algerian Ministry of Energy are responsible for the energy partnership’s strategy. Representatives from both governments and state energy authorities are involved in the partnership.

Other key players include the German Federal Foreign Office (AA), the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Algerian state-owned energy supply companies Sonatrach and Sonelgaz.

Two permanent secretariats in Algiers and Berlin serve as the first point of contact and information platform for the stakeholders.
