Context

Although war is raging in Ukraine, preparations are already underway for long-term, inclusive and transparent reconstruction. This task will require a considerable amount of time and international support. Digital and innovative approaches, which are summarised under the term GovTech, will also play an important role here. These are digital solutions that make administration and its services more efficient and citizen-friendly.

Objective

Public administration and civil society are using innovative and digital solutions for transparent and inclusive reconstruction.

Approach

The project supports relevant actors in developing innovative and needs-based GovTech solutions for transparent reconstruction.

In order to accelerate online services and digitalisation in general, the project is further developing the platform of the registers (Diia.Engine) together with the Ministry of Digital Transformation. With Diia.Engine, public authorities can quickly create new digital services. This saves the authorities time and money.

The project is promoting the development of the digital solution DREAM for transparent reconstruction planning. This allows reconstruction projects to be monitored and controlled in all phases, from damage assessment and financing to construction and inspection. DREAM is thus to become the interface for project monitoring and control.

A further measure is participation in the Tolocar project, which operates mobile makerspaces throughout the country. These are converted delivery vehicles equipped with tools and digital production technology for wood and metal processing as well as 3D printing. Under the guidance of the Tolocar teams, local communities are developing their own solutions to humanitarian challenges. For example, they have converted abandoned buildings for internally displaced people and turned communal spaces into emergency accommodation.
