Context
Africa is particularly hard hit by the negative effects of climate change, especially in terms of the extent and frequency of climate change-induced crises. Within the continent, the Horn of Africa is one of the regions most susceptible to climate crises. Extreme weather events and successive climate change-induced changes are becoming increasingly important in terms of migration, flight, displacement.
In the member states of the Intergovernmental Authority on Development (IGAD), human mobility mainly takes place within countries or between neighboring countries. The region has one of the highest numbers of internally displaced persons (14.5 million) and refugees (5 million). The causes are a complex web of violent conflicts, fragile political, economic and social living conditions and the additional negative effects of climate change.
Objective
The implementation of regional approaches in the area of human mobility caused by climate change and disasters is improved along the mandate of IGAD in its member states.
Approach
The project plays an important role for sustainable development in the region due to the strong interactions between climate change, migration and development. It contributes to orderly and safe migration as an adaptation to climate change and focuses primarily on environmental and social impacts.
The project pursues a multi-level approach (regional, national, local in border areas), which particularly addresses the capacity development of individuals and organizations. A central component is the strengthening of the organizational, technical and conceptual management and coordination capabilities of IGAD and ICPAC.
By strengthening IGAD's capacity, the measure contributes to the Team Europe Initiative "Climate Change Adaptation and Resilience - Africa" supported by the German government in order to improve the capacities of regional organizations and implement climate-resilient, gender-sensitive and inclusive development pathways, among other things.
