Context

Transport is responsible for about a quarter of global energy-related greenhouse gas emissions. Especially in emerging countries, emissions are rising sharply. This is due to an increase in vehicles and insufficient legal restrictions. Very few countries have CO2 standards and other regulatory instruments in place.

However, ambitious legal and policy framework conditions are necessary to reduce transport-related emissions, achieve the Nationally Determined Contributions (NDCs) and promote the transition to electromobility.

Objective

The governments of partner countries have created legal framework conditions that increase energy efficiency in transport and promote the transition to zero-emission vehicles.

Approach

The project operates in the following fields of action:

  • It identifies suitable regulatory instruments by analysing the status quo in the four partners countries Colombia, Kenya, Morocco and Thailand. During this process, it takes into account the availability of data, analyses the interests of local actors and describes existing regulatory approaches.
  • It conducts technical and socio-economic studies that can be used to draft legislation.
  • It forms a steering group to prepare a draft law.
  • It supports the project partners with the development and implementation of information and communication materials as well as participation formats.
