The governorate of Anbar is particularly affected by climate change. Water and arable land shortages, destroyed infrastructure, and post-war governance challenges exacerbate the situation. Agriculture suffers from droughts, declining water resources, and inefficient irrigation. Internally displaced people are returning, increasing pressure on infrastructure and services. This leads to social and tribal tensions and intensifies distribution conflicts. The local government is struggling with the economic and social impacts of climate change. This undermines public trust in the administration and weakens the relationship between citizens and the state.
Objective
The population of Anbar has become more resilient towards conflicts and consequences of climate change.
Approach
To enhance resilience towards conflicts and promote climate adaptation in agriculture, the project strengthens the capacities of local authorities, agricultural institutions, and peace actors. Evidence-based information management systems improve decision-making processes within public administration by collecting and analyzing relevant data, enabling efficient measures to address climate challenges. Additionally, the project implements the following measures:
- In cooperation with AFC GOPA GmbH, it promotes the development of a knowledge system to train agricultural institutions and farmers in climate-friendly farming practices.
- It supports agricultural organizations in improving their business models and facilitates access to microcredits.
- It provides peace actors with a conflict early warning system to identify, analyze, and address conflicts.
- It assists local decision-makers in involving the population, especially women and vulnerable groups, in municipal decision-making processes.
