Context

Indonesia has one of the fastest-growing energy consumption levels in the world, driven by significant economic and population growth, as well as rapid urbanisation. Electricity use is growing fast and will continue to do so. Demand is projected to triple by 2030. The Indonesian Government has established a legally binding target for Renewable Energy (RE) stipulating that 23 per cent of the country’s total primary energy supply should come from RE sources by 2025. The ultimate aim is 31 per cent by 2050. Reaching RE targets means preparing the human resources with the adequate skills to support the industry. Systematic development of quality human resources takes time and therefore must begin early enough. It is crucial to ascertain the human resources needed to achieve the RE targets in a coordinated way. The Indonesian and the German government are committed to addressing this challenge.

Objective

Indonesia is preparing the qualified human resources to be able to adapt directly to the working environment and face the emerging challenges with the accelerating condition in the renewable energy sector.

Approach

ISED is a project conducted on behalf of the Indonesian government and the German Federal Ministry of Economic Cooperation and Development (BMZ). It is implemented by the Ministry of National Development Planning/Bappenas and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Its aim is to promote green employment in the energy sector, in particular in the area of renewable energy, by strong and coordinated engagement of the private and public sector. To achieve its ends, existing training courses in RE are to be reformed and innovative new labour market-oriented training courses introduced, and also facilitating the improvement of the institutional and regulatory framework to ensure the promotion of green employment in the long term.
