Context
Climate change with heatwaves and frequent heavy rainfall, as well as violent attacks by jihadist groups, are affecting life in the Kara and Savanes regions in the north of Togo. Many young people see no prospects, emigrate or become radicalised.
The municipalities cannot cope with the challenges. Togo is undergoing a decentralisation process that gives the municipalities more responsibilities and decision-making authority. However, the municipalities and regional administrations require financial resources, expertise and practical experience.
Objective
Municipalities and regional administrations in the Kara and Savanes regions utilise the social and economic potential of their regions to improve the living conditions of their citizens.
Approach
The project advises the Togolese Government on transferring skills and financial resources to the municipalities and regions. It is important that they fulfil their tasks effectively and in a citizen-focused manner. This is why the project provides further training for municipal staff, for example.
It supports cooperation between municipalities, the private sector and civil society in development projects. People benefit from this, for example, through better health services or better job opportunities.
The project promotes participatory processes so that citizens can get more involved in local decisions and participatory budgeting, in which the population decides on expenditure. This promotes transparency and accountability.
Together with the private sector and civil society, the project is developing vocational courses and leisure activities for young people in order to counter rural exodus and radicalisation.
