Context
Tunisia's public administration is facing major challenges. Since the 2011 revolution, the government has amassed large debts. One of the causes of rising government spending is the cost of paying more than 600,000 state employees. At the same time, the state's performance falls short of expectations. As a result, the population is dissatisfied and reforms are making slow progress. Many civil servants are unmotivated due to a lack of performance incentives and poorly focused training and development.
The reform of the evaluation and training system creates the framework conditions for a modern and efficient public administration.
Objective
The state evaluation and training system has been modernised and civil servants are better qualified and more motivated.
Approach
The project is divided into three fields of activity:
- It develops methods, tools and strategies to standardise and certify training and further education courses for civil servants.
- It also contributes to introducing an objective and transparent system that better evaluates the work of civil servants in order to define strengths and weaknesses. This makes it easier to recognise development and training potential.
- Lastly, the project promotes dialogue between the government, trade union representatives and non-governmental organisations, so raising awareness of reform procedures and involving the Tunisian population in the process.
