Context: Algeria is involved in all international processes related to the environment, sustainable development and the specific issue of waste management.

Algeria has also been actively involved in the preparation of the United Nations Climate Change Conference (COP21) and in the preparation of new Sustainable Development Goals and the post-2015 agenda, which is supposed to succeed the Millennium Development Goals (MDGs).

In this international context, integrated waste management plays an important role in mitigating climate change (contribution of ETC biogas and other landfills to the energy mix as a substitute for fossil fuels), developing the green economy and creating jobs, as well as preserving natural resources (water, soil) and habitats, not to mention preserving human health.

Objective:

The overall objective of this contract is to provide Algeria with a national strategy for integrated waste management by 2035 (aiming for a zero waste objective, inter alia through the development of the circular and green economies), accompanied by national implementation plans and an effective monitoring and evaluation tool.

Approach:

The project has set up 6 distinct missions: (1) preparation of an inventory of waste management; (2) preparation of the national strategy for integrated waste management by 2035; (3) organization of two study tours to Brussels and Paris; (4) preparation of seven master implementation plans; (5) preparation of a GIS and support for its implementation; (6) preparation of brochures for the dissemination of the strategy and organization of four regional meetings.

The project followed a resolute participatory approach in coordination with stakeholders and an inclusive approach to take into account the views, remarks, orientations and experiences of institutional actors, civil society and international cooperation. In order to collect information and experiences from the field, in particular via mission 1 of the inventory of fixtures, an operational approach was followed.

The GIZ/EY Consortium has provided services to implement the following missions:

-Mission 1: Preparation of an inventory of waste management in Algeria.

-Mission 2: Formulation of a national strategy for integrated waste management by 2035

-Mission 3: organization of 2 study tours to Paris and Brussels to meet actors in the fields of waste management and environment.

-Mission 4: Development of national implementation plans defining the operational modalities for the implementation strategy

-Mission 5: Development of IT tools and the support of sector managers and field actors in the implementation and the use of these tools, as well as the development of a GIS for monitoring the waste sector

-Mission 6: Dissemination of the strategy through the creation of communication materials and the organization of 4 regional meetings
