Context
Not only is gender justice a central factor in achieving the goals of the 2030 Agenda, it also enhances the stability of societies around the world.
This is why the German Federal Ministry for Economic Cooperation and Development (BMZ) adopted its feminist development policy in 2023, signalling a global commitment to the equal participation of all people in social, political and economic life.
Objective
Feminist development policy is positioned within international cooperation and firmly rooted within German development cooperation in the long term.
Approach
The project advises BMZ on implementing its feminist development policy. This involves both activities at strategic level to support BMZ in disseminating its policy and also short-term assignments. Overall it contributes to building capacity within BMZ and implementing organisations in the field of feminist development policy.
The advisory services focus on three priority areas:

International positioning and alliances
The project supports BMZ in positioning itself in this area, putting feminist development policy on the political agenda and creating alliances for this policy approach in international forums. The project works closely with those responsible for processes in which Germany has a leading role – such as the World Bank’s Women Entrepreneurs Finance Initiative (We-Fi).

Embedding feminist development policy
The project assists in embedding feminist development policy in German development cooperation structures, processes and instruments. To this end, it uses webinars, presentations and studies to integrate post-colonial working methods and gender-transformative approaches at BMZ and its implementing organisations.

Data and monitoring
The project supports BMZ in processing data and knowledge derived from its feminist development policy. For instance, it refines indicators and alternative monitoring approaches. It also assists with monitoring the EU’s Gender Action Plan (GAP III) and Germany’s National Action Plan (NAP III 1325).
Additionally, insights are shared with the related Global Programme on Feminism in Action for Structural Transformation.
