Context

Kosovo's governance is fragile, as no post-independence coalition has fully met its mandate on time, weakening the administration. To bolster the administration and enhance institutions' ability to enact EU-related reforms, weaknesses in governance must be addressed and improved. Policy implementation doesn't currently align with the EU's Stabilisation and Association Agreement (SAA), which outlines mechanisms for reform implementation. This alignment will gradually bring Kosovo in line with EU standards across policy areas. Additional areas needing improvement are administrative execution, access to justice for low-income citizens, and implementation of environmental laws.

Objective

Kosovo’s public administration has improved its capabilities required for the implementation of EU-related reforms in selected areas.

Approach

The project enhances tax evasion investigation via training on risk assessment and fiscal audits. It betters access to justice for low-income citizens through free legal aid, while also reducing administrative burden through legal simplification and digital integration via the public service portal (e-Kosova).
