Context

After decades of military rule, Pakistan is advancing towards democratic governance, with provinces gaining autonomy and peaceful political transitions taking place. The national and provincial parliaments play a crucial role, and despite political differences, all parties support strengthening parliamentary functions.

Key challenges include limited citizen engagement and insufficient budgetary support, weakening accountability and inclusivity. Budget constraints affect oversight, research, staffing, and public engagement, reducing effectiveness.

Objective

Legislative functions, oversight, and stakeholder engagement in the national parliament and provincial assemblies of Pakistan are strengthened, contributing to enhanced parliamentary democracy and inclusive governance.

Approach

To achieve this, it focuses on:

  • Enhancing skills: Workshops and training improve the capacity of parliamentarians and secretariat staff in law-making, oversight, and budgeting.
  • Improving administrative services: Technical assistance and training enhance administrative functions, legal frameworks, and policy development.
  • Increasing outreach: Support for engagement between parliamentarians, media, civil society, and youth, to promotes public participation in addressing social and economic issues. The Pakistan Institute for Parliamentary Services and other experts play a key role in implementing project activities.
