Context
One-third of Egypt’s workforce is employed in the public sector. There are very few performance-related career opportunities for these employees, and their positions often do not correspond to their abilities. In addition, targeted professional development opportunities are lacking, leading to great dissatisfaction and a lack of motivation. For citizens, this frequently means that public services are not provided effectively and efficiently.
Further training and targeted staff development are the solution here. Two national institutions, the Ministry of State for Administrative Development (MSAD) and the Central Agency for Organization and Administration (CAOA), have been mandated to undertake administrative reforms in public administration. They are concentrating primarily on improving structures, processes and competences in the field of human resources.
Objective
The capacities, competences and resources of MSAD and CAOA for supporting the modernisation of human resources in the national ministries and public institutions are strengthened.
Approach
The project supports MSAD and CAOA in modernising human resource management in the public sector:
by developing and implementing pilot approaches in order to introduce modern human resource management based on equality of opportunity at MSAD and CAOA;
by strengthening the capacities of the reform departments of MSAD and CAOA with regard to change management and modern human resource concepts;
by documenting the approaches to reform, making them accessible to other public sector institutions; by founding an inter-ministerial working group in which human resource managers process learning experiences and draw up a strategy for human resource management in public service that will be presented to the Cabinet.
