Global Technical Assistance Facility (GTAF) for Sustainable Energy—builds on and expands the work undertaken by the EU TAF for the Sustainable Energy for All Initiative (SE4All). It supports green, equitable, climate-compatible development across Africa, Latin America and the Caribbean, Asia and the Pacific, the Middle East, and the EU’s Eastern Neighborhood.
The overall objective of this contract is to contribute to establishing the necessary conditions for achieving the SDG 7 goals in sustainable energy and possible interlinkages with other SDGs. It will as well contribute to the SDG 13 goals related to climate action in Development Cooperation Instrument (DCI) eligible countries with a focus on Sub-Saharan Africa.
The purpose of the contract is to deliver high level technical assistance and policy advice at country, regional and global level through expert missions that will be mobilized at short notice to support committed countries and partners to reach the SDG7 objectives. It will support developing countries to improve their policy and regulatory framework conditions aiming at providing attractive and enabling conditions for increased public and private investment in energy access, renewable energy as well as energy efficiency taking into account climate change, gender and health impacts especially under the framework of the EIP.
To help prioritize initiatives, GTAF conducts stocktaking assignments and prepare country and regional action plans. It then provides services in support of sector reforms, governance, planning, and the creation of a conducive environment for investment as well as the identification and design of specific investments or investment programs and the mobilization of funds. GTAF also coordinates and manages strategic partnerships with related initiatives, provide ad hoc advisory support to the European Commission and EU Delegations in partner countries, deliver training services, support knowledge management and dissemination, and conduct visibility and communication activities.

• Result 3: Knowledge management, dissemination and cross-fertilisation of sustainable energy regulatory, technical and investment practices and between stakeholders is increased

Examples of areas of support include: initial stocktaking, technical support in the elaboration and implementation of national energy sector policies and reforms, capacity building particularly in the policy and regulatory areas, technical support in preparation of investment projects and cooperation programmes, mobilisation of funds and facilitation of partnerships, industrial and technology demonstration, statistics and programme monitoring.
The assistance to technical, economic and environmental preparatory work of energy investment projects, including the mobilisation of funding, the facilitation of partnerships and the leveraging of private investment, will be of critical importance for this particular contract.
Up to twenty countries (or regional bodies) could be provided with simultaneous specific technical assistance missions/support at any point in time, during contract implementation.
