Context:
As the most developed province in China, Guangdong is determined to enhance its quality of economic growth. A special emphasis is placed on developing a sustainable economic structure by focusing on industrial upgrading, innovation, and scientific regional and sustainable development. Hence, it is of high importance that decision makers of the Guangdong Government have strong capabilities in all kinds of relevant fields, such as urban planning. Therefore, enhanced understanding of German policies on city transformation and sustainable urban development, as well as of cooperation among German governmental bodies, research institutes and the private sector is needed to foster structural change in Guangdong province.
Objective:
The cooperation between the Organization Department of the CPC of Guangdong Province and GIZ China aims to further enhance the specialized knowledge and administrative capacity of leaders from Guangdong Province and to establish a platform for high-ranking exchanges between both sides in Transformation of Cities and Sustainable Urban Development by implementing the activities agreed upon.
Approach:
The objective is to be achieved by an intensive 22-day study programme in Germany centering around two different metropolitan areas. Seminars will be held in cooperation with experts from research institutes and representatives from different levels of the German administration to deepen the understanding of German cities’ comprehensive urban development, innovative city management as well as smart cities development. The study visit furthermore includes exchange with responsible governmental bodies and mayors to discuss about challenges and opportunities of urbanization, policies and practices of urban planning in Germany as well as usable case studies for the reference of Guangdong Province. These activities will be complemented by expert hearings with representatives of research institutes on specialized topics and visits of technology parks to introduce German innovation and cluster strategies as well as promotion on SMEs and start-ups.

• Administrative support, e.g. invitation, visa and insurance support for the delegation members
• Preparing a full-fledged agenda/itinerary for the 22-day programme including contact persons and lecturers/experts to be involved
• Organization and accommodation, meals, transport, escorts and interpreters during the visit
• Implementation of the programme, including seminars, workshops and field visits; Identification of relevant organizations, government agencies and invitation of relevant lecturers and experts
• Monitoring and evaluation, as well as reporting
