Following the Syrian crisis, where millions of syrians have fled to neighbouring countries like Lebanon and in addition to an economic, political and societal crisis, the employment opportunities, especially among the young population, are limited. There is a general consensus that training providers are predominantly supply-led and that vocational streams do not provide adequate practical skills for employability.

Vocational and Technical Education for All (VTE4all) in Lebanon is an EU funded project financed through the "EU Regional Trust Fund in Response to the Syrian crisis". The project ultimate objective is to increase the employability prospects of vulnerable Lebanese people as well as Syrian refugees. In order to do so, the project activities are aiming at supporting the existing Technical and Vocational Education and Training (TVET) system and raising awareness and strengthening its relevance to the needs of the labour market. The project is implemented by GIZ and provides from one side, the receiver with job-related skills and supports their employment in the construction sector by delivering short practical training in vocational public schools as well as in a Boarding Training Centre (BTC), providing certificate from a renowned organisation and connecting trainees with employers. From the other side, it develops practice-oriented curricula and e-learning lessons in construction, furniture making and food processing to unify the quality of vocational education in public schools.​

Services provided:

- Capacity development in the construction sector: It covers developing CBT curricula, building capacities, and implementing CBT modules in Directorate General of Vocational and Technical Education (DGVTE) schools and in a Boarding Training Centre and assisting selected beneficiaries in the process to find a job in the sector.

- Provide job-related competences in sectors other than construction (carpentry, dairy products, food preparation), in partnership with other EUTF projects. It covers developing CBT curricula, building capacities, and supporting the partners in implementing CBT modules in DGVTE schools.

- Training for Trainers of TVET actors (assessors, teachers, and trainers) to deliver, assess and certify job-related competences.)

- Develop approaches in distance learning, for the new BT (Baccalauréat Technique) in construction technique in order to provide alternatives to potential school’s closure due to COVID-19.
