Context: The 2016 peace agreement between the government and the FARC foresees the implementation of land reform. This is intended to improve the living and working conditions of the rural population and to return stolen land. In particular, farmers, their communities and the various ethnic groups are affected. A prerequisite for land reform is a clarification of the ownership and composition of the territory. Therefore, these are to be recorded in a so-called multi-purpose cadaster. This process of recording ownership of the land is intended to take place with citizen participation. However, the participation of the population in political decision-making processes in Colombia is only slightly pronounced.

Objective: The project aims to improve the conditions for the active participation of local communities in the implementation of the multi-purpose cadaster. Improved participation is intended to reduce the potential for conflict and secure peace in the long term.

Approach: The multi-purpose cadaster shall be drawn up together with the local population. To this end, the implementation organizations are to be enabled to use instruments of citizen participation. The implementation organizations of the multipurpose cadaster are enabled by means of a set of instruments for conflict-sensitive context analysis to improve the conditions for the active participation of the local population.
