Administrative Specialist (Procurement Support)

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Ukraine is seeking a qualified professional for the project “Reintegration Support for Returnees” to fill the position of the Administrative Specialist (Procurement Support), (full-time, Kyiv), (internal SAP code: Specialist Administration)

The program to promote local structures supporting voluntary return and reintegration improves the organizational and technical capacities of local structures relevant to reintegration in selected regions and communities of Ukraine. In addition to developing and implementing extensive capacity development measures for various actor groups involved in reintegration in selected communities, the project will promote horizontal, nationwide exchange of experiences and information provision in an international context. For this purpose, GIZ is currently preparing a project proposal for the European Asylum, Migration and Integration Fund (AMIF).

Key responsibilities:

  • Support of Procurement Processes: Responsible for preparing and monitoring procurement processes in compliance with applicable compliance requirements. Collect quotations for market research purposes, prepare documentation and ensure compliance with GIZ procurement rules.
  • Economic Evaluation of market prices: Analysis and evaluation of market prices based on economic criteria to select the best providers.
  • Legal Advice on Procurement: Advising the project team and partner institutions on all matters of procurement law to ensure that all processes are legally compliant.
  • Support to the preparation of Service Contracts and Contracts for the Purchase of Goods: Drafting, reviewing, quality insurance of request documents for the conclusion of contracts for services and goods required for the project (consultants and service providers).
  • Documentation and filing: Assist structured digital and physical contract filing, ensuring completeness, accuracy, and audit readiness.
  • Monitoring and compliance: Track contract timelines, deliverables, and reporting obligations; ensure adherence to GIZ standards.
  • Financial administration: Assist with invoice verification, payment requests, and budget tracking related to contracted services.
  • Stakeholder coordination: Communicate with consultants, vendors, and project staff to ensure timely submission of documents and deliverables.
  • Support to project management: Provide administrative support to the project team, including data entry, reporting inputs, and compliance documentation.

Required qualifications, professional experience and personal competences:

  • Completed relevant university education (i.e. law, economics, business administration) or equivalent skills and experience.
  • Experience working with international organizations and relevant experience in connection with international projects.
  • At least 5 years of work experience in contract and project management.
  • In-depth knowledge of procurement law and contract management.
  • Technical skills: Proficiency in MS Office; experience with structured filing systems and digital documentation.
  • Integrity: Commitment to confidentiality, compliance, and transparent administrative processes.
  • Teamwork: social and intercultural competence, organizational skills, high political sensitivity, and ability to collaborate and network at national and international levels.
  • Analytical and organizational skills: High accuracy, reliability, and ability to manage multiple deadlines.
  • Readiness for business travels in Ukraine.
  • Native speaker of Ukrainian, English at C1 level.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as of November/December 2026 (subject to project approval by the donor). The contract duration is 1 year with a possibility of prolongation.
