Advisor on Professional Competency Development
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the projectReBuild Green Ukraine with the Energy Efficiency Fund within the Energy and Climate Cluster to fill the position of the Advisor on Professional Competency Development (full-time, Kyiv), (internal SAP code: Advisor)
The Advisor is a member of a team of advisors implementing the project “ReBuild Green Ukraine with the Energy Efficiency Fund”. The project is jointly funded by the German Federal Government through the International Climate Initiative (IKI) as well as the European Union (EU) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Ministry for Development of Communities and Territories (Ministry of Development) of Ukraine. The project aims to contribute to achieving a green reconstruction, energy security, and decarbonization in Ukraine by strengthening the national Energy Efficiency Fund (EEF). The EEF is the key instrument in Ukraine for supporting the modernization and restoration of residential buildings. The project is working to (1) strengthen the human and organisational capacities of the EEF; (2) enhance the visibility and public understanding of energy efficiency and green reconstruction; (3) create an effective support system for developing a project pipeline for EEF programs; and (4) support further strategic development of EEF programs.
The advertised position will support the team of Output 3 “Project Pipeline and Implementation Support” with the overall objective of creating an effective support system for developing a project pipeline for EEF programs and be responsible for the work package 3.3. (“Developing a pool of Project Managers”).
Key responsibilities:
- Is responsible for supporting the implementation of Work Package 3.3 “Developing a Pool of Project Managers” under Output 3 of the project, which aims to establish an effective support system for developing a project pipeline for Energy Efficiency Fund programmes.
- Provides technical and strategic advice to the Energy Efficiency Fund and relevant partner institutions on the professionalisation of project managers supporting homeowner associations implementing EEF programmes.
- Supports the establishment and delivery of a sustainable competency-based training system for project managers.
- Strengthens the institutional capacities of partner institutions and training providers to ensure the long-term delivery and quality of the professional development system.
- Facilitates coordination and cooperation among the Energy Efficiency Fund, public institutions, training providers and other stakeholders to promote the institutionalisation and sustainability of the project manager profession.
Tasks:
- Implementation Tasks:
- Conducts competency and training needs assessments for project managers.
- Develops competency frameworks, occupational standards, professional profiles and market-oriented business pathways.
- Coordinates the development and revision of competency-based curricula, training materials and assessment methodologies.
- Supports the establishment and implementation of instutitionalisation procedures for project managers.
- Designs and implements capacity development measures, including Training-of-Trainers (ToT) programmes for training institutions and experts.
- Develops quality assurance procedures, monitoring systems and evaluation mechanisms to ensure the effectiveness of training delivery.
- Assesses institutional and regulatory conditions to support the professionalisation and sectoral recognition of the project manager profession.
- Establishes and maintains cooperation between government institutions, the Energy Efficiency Fund, training providers, beneficiary associations and other relevant stakeholders.
- General Obligations:
- Is familiar with GIZ planning, implementation and reporting procedures and their changes.
- Is familiar with other project components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff.
- Represents the interest of the GIZ-assisted measure and always acts on its behalf.
- Carries out important tasks for the project, even if these are not explicitly cited in the job description.
- Other Duties / Additional Tasks:
- Performs other professional tasks relevant to the successful implementation of the work package, as assigned by the Project Director.
- Organises workshops, expert consultations, stakeholder dialogues and other knowledge-sharing events.
- Monitors implementation progress, evaluates training outcomes and recommends improvements.
- Prepares technical reports, policy briefs, concept notes and recommendations for project management and project partners.
- Supports drafting of various reports at the request of the project team for different Projects of the Ukraine Energy and Climate Portfolio i.e. the EU Delegation or IKI Interface project.
Required qualifications, competences and experience:
- Advanced degree in Education, TVET, Adult Learning, Human Resource Development, or related field.
- Minimum 5 years of experience in skills development, professional training, certification systems or TVET.
- Experience in curriculum development and competency-based learning.
- Experience working with ministries, training institutions and professional associations.
- High proficiency in written and spoken English and Ukrainian.
- Ability to translate competency needs into training solutions.
- Strong analytical, drafting and reporting skills good working knowledge of ITC technologies and computer applications (e.g. MS Office).
- Keen interest in the work of the international technical assistance organizations in Ukraine.
- Basic understanding of technical assistance specifics in a local context in Ukraine.
- Strong facilitation and stakeholder engagement skills.
- Basic managing competencies and multitasking skills in agile team settings.
- Willingness to travel within Ukraine and internationally.
- Prioritizes support for the benefit of the team as well as the overall project success.
- Consistently approaches work proactively with energy, creative, positive and constructive attitude.
- Ability to prioritize tasks independently with possible time constraints and workload.
- Capacity to collect, process and analyze complex data and information and share these.
- Willingness to perform within agile team environment.
- Strong self-organization skills and goal orientation combined with a high level of frustration tolerance.
- Willingness to upskill as required by the tasks to be performed.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
