The GIZ Ukraine Resilient Society Cluster supports war-affected communities and institutions in Ukraine in maintaining and improving essential services, strengthening resilience and supporting recovery.

The Cluster brings together several projects and interventions working across areas including infrastructure recovery, critical infrastructure and facilities, digital instruments in urban planning, energy resilience, healthcare, education, social services, support to internally displaced persons and veterans, psychosocial support, local initiatives and emergency response.

The Cluster's communication aims to demonstrate the contribution of the German Government and GIZ Ukraine to strengthening the resilience of Ukrainian communities and institutions, communicate tangible results and impact, and make complex recovery and development processes understandable and relevant to different audiences.

The Communications Specialist will support strategic and operational communication across the Cluster, working with individual projects and thematic areas. The position will contribute to communication priorities and narratives, content development, media relations, public events, digital communication, donor visibility and coordination with project and communication colleagues.

Key responsibilities:

  • Contribute to the development and implementation of the Cluster's communication strategy, priorities and plans, namely in the topics infrastructure recovery, critical infrastructure and facilities, digital instruments in urban planning, energy resilience. 
  • Develop communication approaches, key messages and narratives that connect projects and thematic areas with broader challenges, solutions and results in Ukrainian and English for different audiences and channels, including web, social media, stories, interviews, key messages and other communication products. 
  • Identify communication opportunities and contribute to thematic, cross-project communication initiatives, including media opportunities & and public statements 
  • Turn complex technical, recovery, humanitarian and public-service topics into clear, accessible and audience-oriented communication, including human-centred stories. 
  • Coordinate with the SM Manager and other communication colleagues to ensure consistent and effective distribution of Cluster content across channels. 
  • Support communication and visibility for public events, conferences, field visits, launches and other Cluster activities. 
  • Develop and coordinate communication materials and coverage, including photography, video and other visual content. 
  • Ensure appropriate visibility of GIZ and the German Government, factual accuracy, consistent messaging and compliance in accordance with applicable requirements.
  • Coordinate communication activities and content across projects and thematic areas, working closely with project teams, Communication Managers, the Social Media Manager and Cluster management. 
  • Contribute to communication reporting, knowledge sharing and documentation of communication activities and results. 

Required qualifications, professional experience and personal competences:

  • Graduate degree in Communications, Journalism, Public Relations, Media Studies, Political Science, Social Sciences or a related field. 
  • At least 3 years of relevant professional experience in public relations, journalism, corporate communications or a comparable position; experience in an international organisation is an asset. 
  • Proven experience in social infrastructure, utilities, infrastructure recovery and energy support measures and working with sector technical teams is one of the priorities. 
  • Proven experience in contributing to development and implementation of communication plans and campaigns and meeting deadlines. 
  • Proven experience in developing, writing and editing communication materials as described above. 
  • Ability to communicate complex development, humanitarian, recovery, public-service or policy-related topics clearly and accessibly. 
  • Experience in media relations, digital communication and public events. 
  • Strong stakeholder-management skills, understanding of donor visibility and communication requirements in an international development context. 
  • Experience in developing or coordinating visual and multimedia communication content, advanced technical and digital skills are an asset 
  • Ability to work independently, manage multiple communication processes and priorities, and work effectively with different teams and colleagues.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until 30.12.2026 with a possibility of prolongation.
