The Sustainable Economic Development (SED) Cluster of GIZ in Ukraine comprises various projects implemented on behalf of the German government supporting Ukraine to develop a resilient and competitive economic sector. Partners of the projects are Ukrainian ministries on the national level, administrations on regional level, stakeholders on the municipal level, and private sector companies. 

The “JobConnect” project supports the Ukrainian Ministry of Economy, Environment and Agriculture (MoEEA), the Ministry of Social Policy, Family and Unity (MoSPFU) and the State Employment Service (SES) in developing an integrated, digital and data-driven labour market approach that complies with EU standards, at the interface with social policy. This is achieved through (1) better coordination of labour market and social policy (and stakeholders), including with regard to EU requirements, and capacity building for the political partner; managing the Secretariat of the Gender Alliance; (2) strengthening, modernising and integrating relevant labour market institutions in line with EU frameworks, in particular the SES; and (3) testing digital and data-driven approaches. “JobConnect” is being implemented for integrated delivery by a cross-project team in conjunction with the SIGA project “REYOIN”. REYOIN enhances the employability of the working-age population in Ukraine through active labour market policy measures and support for labour market policy processes, particularly at the (4) local level in selected regions (Lviv, Vinnytsia, Dnipro, Odesa, Ivano Frankivsk) and with regard to SES services. Implementation takes place in close cooperation with the World Bank and other international organisations.

Junior Specialist Events and Logistics you will be ensuring smooth logistical processes and respective support to the project team for both projects. This position will be working as part of a team of international and national experts (GIZ and external ones) in a sensitive and complex environment which is highly dynamic.

This position foresees demand-based travel to implementation partners and stakeholders within Ukraine as well as demand-based travel to EU countries.

Key responsibilities:

  • Assisting the line management with the planning, preparation and follow-up of appointments and travel,
  • Supporting the project team in carrying out operational office management tasks,
  • Coordinating and organizing, in close collaboration with the project team, internal and external meetings and events with Ukrainian and international partners, and assisting with reimbursement documentation and invoicing,
  • Supporting and accompanying the project team and its partners on trips in Ukraine and to EU Member States, and handling logistical and administrative tasks in this context,
  • Support colleagues in GIZ HQ in Eschborn, Germany with setting up and maintaining the central project files in an audit-proof manner, as well as assisting with the maintenance and further development of the monitoring and evaluation system,
  • Ensuring the creation, maintenance and further development of central lists and distribution lists,
  • Collaborating on, coordinating and following up on procurement processes in accordance with the project team’s guidelines,
  • Actively participating in relevant organizational networks, as well as keeping abreast of and independently applying relevant changes to processes and rules,
  • Maintaining close communication with the Cluster Support Unit regarding country-specific standards and procedures,
  • Ensuring smooth processes, communication and network maintenance with the Ukraine country office as well as colleagues in GIZ HQ in Eschborn, Germany,
  • Support the organisation and execution of events, trainings, workshops, study visits and meetings related to REYOIN / JobConnect activities, 
  • Preparing materials required for project events, including presentations, agendas, briefing notes, handouts, participant materials and other supporting documents,
  • Support the drafting of Terms of Reference (ToRs), technical specifications and supporting documentation, and assist in procurement and contracting processes in line with GIZ rules and procedures,
  • Coordinate with service providers, venues, hotels and other partners to ensure the smooth delivery of project activities and contracted services.

Required qualifications, professional experience and personal competences:

  • University degree or equivalent in business administration, logistics, public administration or any other relevant field,
  • Minimum of 2 years professional experience in the field of project support, logistics, administration, procurement or event management.,
  • Excellent representative competences and diplomatic skills, in particular networking and negotiating as well as a high degree of discretion, integrity and sense of tone,
  • Advanced project management skills and ability to self-organise and prioritise tasks,
  • Ability to perform under pressure, including timely delivery of high-quality results,
  • Strong communication and team skills, including cooperation with people of different backgrounds and cultural backgrounds,
  • High proficiency in written and spoken Ukrainian and English (C1) is mandatory; knowledge of German is considered an asset,
  • Very good working knowledge of digital office applications,
  • Readiness and ability to take on new topics and/or tasks and upskill, if necessary,
  • Willingness to travel locally and abroad (depending on the security situation).

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of extension.
