Strengthening Skills for Indonesia's Energy Transition 

Indonesia's energy transition requires not only investments in renewable energy technologies, but also a skilled workforce capable of planning, developing and operating future energy systems. As the country expands solar energy deployment and harnesses its abundant hydropower potential, accessible and high-quality learning opportunities are essential to equip energy professionals with the knowledge and skills needed to support a more sustainable and resilient power sector. 

To support this effort, the Human Resources Development Center for Electricity, New, Renewable Energy and Energy Conservation (PPSDM KEBTKE) of the Ministry of Energy and Mineral Resources (MEMR), in collaboration with GIZ Energy Programme Indonesia/ASEAN, has completed the development of two e-learning modules: Introduction to the Techno-economy and Investment of PV Projects and Introduction to Pumped Storage Technology. Developed between June 2025 and May 2026, the modules were electronically delivered to PPSDM KEBTKE on 8 June 2026 for integration into the PPSDM KEBTKE Learning Platform. 

Designed as self-paced online courses, each module comprises 20 learning hours and combines technical expertise with learner-centred instructional design. Through interactive multimedia, practical examples and knowledge assessments, the modules complement conventional classroom training while enabling learners to access high-quality digital learning anytime and anywhere. 

Building Digital Learning on Solar PV and Pumped Storage 

The two modules were developed to address emerging capacity needs in Indonesia's renewable energy sector. Together, they provide complementary knowledge on renewable energy project development. While the solar PV module focuses on the technical and economic aspects of project planning and investment, the pumped storage module explores technologies that support the reliable integration of increasing shares of renewable energy into the electricity system. 

The Introduction to the Techno-economy and Investment of PV Projects module consists of eight chapters, introducing the technical and financial fundamentals of solar photovoltaic (PV) projects, from technology and project development to investment considerations and financial evaluation. The Introduction to Pumped Storage Technology module comprises ten chapters covering the principles and operational characteristics of pumped storage hydropower. 

 

A Collaborative Approach to Capacity Development 

Developed through close collaboration between PPSDM KEBTKE, GIZ, technical experts, instructional designers and multimedia developers, the modules underwent iterative technical reviews and instructional design refinement to ensure both technical accuracy and an engaging learning experience. The result is a set of digital learning resources that support learners from diverse professional backgrounds while strengthening institutional capacity for renewable energy training. 

On 8 June 2026, GIZ electronically delivered the complete learning package to PPSDM KEBTKE, including the final e-learning modules and all associated development assets. This enables PPSDM KEBTKE to manage, maintain and further develop the content while expanding its digital learning portfolio to support ongoing capacity development in Indonesia's energy sector.

The development of these modules reflects the shared commitment of PPSDM KEBTKE and GIZ to strengthen Indonesia's renewable energy workforce through innovative digital learning. By expanding access to high-quality technical knowledge, the collaboration contributes to building the competencies needed to support Indonesia's transition towards a sustainable, secure and resilient energy system. 

The modules were developed under the RE2Grid component of the Energy Programme Indonesia/ASEAN, implemented by GIZ on behalf of the German Government. Through technical cooperation, capacity development and knowledge exchange, RE2Grid supports the Government of Indonesia in creating the political, regulatory and technical preconditions for a sustainable energy system.
