GreenCool Philippines Project Launches Detailed Preparation Phase with a Multi-Stakeholder Inception Workshop
GreenCool Philippines, led by GIZ Philippines and the Department of Energy Philippines (DOE), officially launched its Detailed Preparation Phase (DPP) through a multi-stakeholder Inception Workshop, bringing together representatives from national government agencies, financial institutions, energy service companies (ESCOs), and the commercial and industrial (C&I) sector.
GreenCool has been selected to enter the DPP under the Mitigation Action Facility (MAF), a multi-donor programme established in 2012 led by Germany, UK, Denmark, the European Union, and the Children's Investment Fund Foundation. The workshop marks a pivotal step toward developing the full project proposal, which is targeted for submission in early 2027 ahead of a planned five-year implementation phase beginning in 2028.
GreenCool aims to accelerate the adoption of energy-efficient cooling systems and renewable energy solutions across the country’s commercial and industrial facilities. As cooling demand continues to rise in the Philippines, the project responds to the urgent need to reduce emissions from the refrigeration and air-conditioning sector while supporting the country’s Nationally Determined Contributions (NDCs) and broader energy transition goals. The project combines technical support and innovative financing mechanisms to unlock investments in energy efficiency and low-carbon cooling technologies such as the use of natural refrigerants and renewable energy integration where applicable.
The workshop featured exchanges with key partners including the Development Bank of the Philippines (DBP), PhilGuarantee, the Climate Change Commission (CCC), the Department of Environment and Natural Resources (DENR), and the Philippine Energy Efficiency Alliance (PE2), highlighting the importance of strong partnerships in scaling sustainable cooling solutions.
