Implemented by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the global programme “Shaping Development Oriented Migration (MEG)” focuses on leveraging the benefits of regular migration and engaging diaspora for sustainable development. It contributes to implementing the Global Compact on Migration (GCM) and forms part of a comprehensive approach to migration and development. As a global programme, MEG is implemented in 14 countries worldwide. In Ukraine MEG is focussing on diaspora cooperation.  

Many people with a migration history are engaged in the sustainable development of their countries of origin, whether on a voluntary or professional basis, as an individual or as an organisation. The global programme “Shaping development-oriented migration” (MEG) supports this wide-ranging engagement through various offers designed for the diaspora in Germany. It thereby contributes to the Global Compact for Migration (GCM). Objective 19 of the GCM refers specifically to the diaspora as a group that can contribute to sustainable development. Another important area is advising political partners such as diaspora ministries on implementing strategies for the diaspora.

As part of MEG-Ukraine, you will cooperate with public and private institutions and civil society and international partners, as well as ensure interaction with other GIZ projects. As the contribution of diaspora for reconstruction of Ukraine is a very important topic, you will be working in a complex environment, which is also highly dynamic and politically charged.

Key responsibilities:

  • Supporting the implementation of the MEG activities in Ukraine in coordination with coordinator and component leader in GIZ headquarter Germany and line manager in Ukraine and representation of the MEG programme internally and externally.
  • Advising project partners on the national level on the topics of diaspora cooperation and accompanying their respective capacity building and organizational development.
  • Support diaspora representatives (Diaspora Experts, Diaspora Organizations, Returning Experts) in fulfilling their missions in Ukraine.
  • Ensure of excellent communication flows based on mutual confidence and trust with all relevant stakeholders (political and implementation partners as well as other relevant public, private or civil society entities).
  • Steer to the design and facilitation of active stakeholder dialogues with relevant Ukrainian ministries, developing and coordinating respective events, workshops. 
  • Ensure continuous coordination and regular exchanges with relevant (GIZ) projects.
  • Ensuring fact-based communication preparedness for requests on short notice from stakeholders such as German Parliament, German Embassy, BMZ, EU; preparing draft answers in Ukrainian / English language.

Required qualifications, professional experience and personal competences:

  • Master’s degree or equivalent in political sciences, economics, international relations, migration Studies, social sciences or any other relevant field.
  • Minimum 3 years of proven professional experience in a comparable position; previous experience in staff coordination is considered an asset.
  • Sound knowledge of ongoing migration governance processes and respective national policies and initiatives, particularly on engagement of Ukrainian diaspora.
  • Proven experience in liaising with stakeholders such as government officials, private sector representatives, and civil society actors, including proven experience initiating and/or facilitating multi-stakeholder dialogues, especially public and civil society sector.
  • Excellent representative competences and diplomatic skills, in particular networking and negotiating as well as a high degree of discretion, integrity and sense of tone.
  • Ability to work independently and perform under pressure, including timely high-quality delivery.
  • Work experience in international technical assistance is required.
  • Gender sensitive work experience is required.
  • High proficiency in written and spoken Ukrainian and English is mandatory; knowledge of German is considered a strong asset.
  • Readiness and ability to take up new topics and/or tasks and upskill, if necessary.
  • Willingness to travel locally and abroad (depending on the security situation).

    Employment conditions

Full-time position with 40-hours working week. The place of assignment is Kyiv. Starting as soon as possible. The contract duration will be until the end of May 2027.
