Advisor for Digital Labour Markets
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is looking for a qualified professional for the connected projects “JobConnect” and “REYOIN” to fill the position of the Advisor for Digital Labour Markets (full-time, Kyiv), (Internal SAP: Advisor)
The Sustainable Economic Development (SED) Cluster of GIZ Ukraine comprises various projects implemented on behalf of the German government supporting Ukraine to develop a resilient and competitive economic sector. Partners of the projects are Ukrainian ministries on the national level, administrations on regional level, stakeholders on the municipal level, and private sector companies.
The “JobConnect” project supports the Ukrainian Ministry of Economy, Environment and Agriculture (MoEEA), the Ministry of Social Policy, Family and Unity (MoSPFU) and the State Employment Service (SES) in developing an integrated, digital and data-driven labour market approach that complies with EU standards, at the interface with social policy. This is achieved through (1) better coordination of labour market and social policy (and stakeholders), including EU requirements, and capacity building for partners; managing the Secretariat of the Gender Alliance; (2) strengthening, modernising and integrating relevant labour market institutions in line with EU frameworks, in particular the SES; and (3) testing digital and data-driven approaches. “JobConnect” is being implemented for integrated delivery by a cross-project team in conjunction with the SIGA project “REYOIN”. REYOIN enhances the employability of the working-age population in Ukraine through active labour market policy measures and support for labour market policy processes, particularly at the (4) local level in selected regions (Lviv, Vinnytsia, Dnipro, Odesa, Ivano Frankivsk) and with regard to SES services. Implementation takes place in close cooperation with the World Bank and other international organisations.
As Advisor for Digital Labour Markets, you will be ensuring the hands-on conceptualisation, stakeholder coordination and validation of digitally supported processes within the project's digital work stream. Working closely with institutional partners and technical counterparts, you translate policy and service delivery objectives into concrete digital processes, manage development and testing cycles, and ensure that results are validated in participatory formats with relevant stakeholders at local, regional and national level. You will be working as part of a team of international and national experts (GIZ and external ones) in a sensitive and complex environment which is highly dynamic.
This position foresees demand-based travel within Ukraine and occasional travel to EU countries
Key responsibilities:
- Coordinate the conceptualisation and operationalisation of EU-compliant digitally supported processes for employment and social services, working in close coordination with institutional partners, especially SES, and technical counterparts,
- Support the mapping of processes for employment and social services in partner institutions, especially SES, and facilitate the optimization and EU-compliant digitalisation of prioritized processes and services in close cooperation with institutional partners, especially SES, and technical counterparts, while analyzing and improving the underlying data foundations, establishing data governance frameworks, and defining data exchange agreements where necessary,
- Design and facilitate participatory processes to develop, test and validate digital processes and service modules together with relevant stakeholders, including staff of implementing institutions and representatives of target groups, with a particular focus on vulnerable populations.
- Manage iterative development and testing cycles, document results and derive recommendations for the further development of digital systems and processes.
- Support the alignment of all digitally supported processes developed under the project with relevant EU standards and regulatory frameworks for digital public services, prioritizing technically compliant solutions,
- Coordinate with national and international technical partners involved in the development of digital systems, ensuring coherence between the project's advisory work and technical implementation,
- Oversee the development of documentation for validated processes, including validation reports, workshop minutes and user feedback, as the basis for monitoring progress against project indicators,
- Contribute to knowledge management, learning formats and capacity development activities for institutional partners in the area of digital service delivery,
- Support provision of capacity building measures for SES staff (HQ, regional, local-level) on digital-related topics,
- Support the line-management with the development, strategic direction, management and successful implementation of (3), to ensure coherence between digital process development and broader reform processes in labour market policy and social protection as other work streams of REYOIN / JobConnect,
- Preparation of terms of reference, procurement and steering of external service providers and other implementing partners,
- Establish, maintain and ensure excellent communication flows based on mutual confidence and trust with all relevant stakeholders in Ukraine and the EU,
- Ensure timely preparation of briefing materials, presentations, analytical notes, and reporting documents for internal and external stakeholders,
- Support the preparation of workshops, high-level meetings, consultations, donor coordination formats, and international exchange activities.
Required qualifications, professional experience and personal competences:
- University degree in a relevant field, such as information systems, public administration, computer science, or social/economic sciences with a strong digital focus
- Minimum 5 years of professional experience in the design, development or implementation of digital processes or services in a public sector context, preferably in employment or social services,
- Demonstrated experience in IT project management, business analysis, participatory and user-centred design methodologies, including stakeholder engagement and collaboration, user testing and iterative feedback integration, and process validation and continuous improvement,
- Familiarity with agile or iterative development approaches and the ability to manage development cycles in complex multi-stakeholder environments,
- Knowledge of EU standards and regulatory frameworks relevant to digital public services, including data protection and the ethical use of digital tools,
- Familiarity with Ukraine's digital public infrastructure and the Diia ecosystem, digital systems used in public employment or social services,
- Experience collaborating with EU institutions or international organisations on digital governance topics, especially ability to work effectively with both technical and non-technical stakeholders,
- Experience with procurement and steering of external services / providers (e.g. IT developers),
- Proven experience in liaising with stakeholders such as government officials, private sector representatives, and civil society actors, including proven experience initiating and/or facilitating multi-stakeholder dialogues, especially public and civil society sector,
- Excellent representative competences and diplomatic skills, in particular networking and negotiating as well as a high degree of discretion, integrity and sense of tone,
- Advanced project management skills and ability to self-organise and prioritise tasks,
- Ability to perform under pressure, including timely delivery of high-quality results,
- Strong communication and team skills, including cooperation with people of different backgrounds and cultural backgrounds,
- High proficiency in written and spoken Ukrainian and English is mandatory; knowledge of German is considered an asset,
- Very good working knowledge of digital office applications,
- Readiness and ability to take on new topics and/or tasks and upskill, if necessary,
Willingness to travel locally and abroad (depending on the security situation).

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
