Advisor on Reintegration Support for Returnees
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Reintegration Support for Returnees” to fill the position of the Advisor on Reintegration Support for Returnees (full-time, Kyiv), (internal SAP code: Advisor)
The program to promote local structures supporting voluntary return and reintegration improves the organizational and technical capacities of local structures relevant to reintegration in selected regions and communities of Ukraine. In addition to developing and implementing extensive capacity development measures for various actor groups involved in reintegration in selected communities, the project will promote horizontal, nationwide exchange of experiences and information provision in an international context. For this purpose, GIZ is currently preparing a project proposal for the European Asylum, Migration and Integration Fund (AMIF).
Key responsibilities:
- Consulting for partner institutions and organisations: Support and advice for local actors and organisations in Ukraine regarding the reintegration of refugees.
- Development and implementation of specific training measures at the Oblast and Hromada levels: Design and conduct training sessions and workshops to strengthen the capacities of local actors.
- Management of larger task packages: Taking on sub-project management for specific task packages within the project.
- Creating tender-ready service descriptions: Preparing detailed service descriptions for tenders within the project.
- Technical evaluation of bids: Assessing and selecting bids based on technical criteria.
- Technical review of invoices and performance confirmation: Verifying and confirming the technical accuracy of invoices and services rendered.
- Guidance and management of contractors: Coordinating and managing the activities of external contractors and service providers
Required qualifications, professional experience and personal competences:
- Master’s degree in economics, social sciences or equivalent qualification preferably with a focus on project management, education and employmentAt least 5 years of work experience in international project management and consulting
- Relevant experience in the context of refugee reintegration, capacity building, and consulting in the public and civil sectors
- Analytical thinking, ability to present complex issues concisely, and deliver high-quality work even under tight deadlines.
- Teamwork, social and intercultural competence, organizational skills, strong communication abilities, high political sensitivity, and ability to collaborate and network at national and international levels.
- Business fluent in Ukrainian and English (verbal and written); command of German would be an advantage.
- Readiness for business travels in Ukraine and abroad.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as of 1 March 2026. The contract duration will be 12 months with the possibility of prolongation.
