The project «Skills4Recovery» is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political partners are the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine.

 

The objective of the project «Skills4Recovery» is to increase the availability of a qualified workforce for the Ukrainian recovery process. The provision of qualified labor in sufficient numbers is based on creating adequate educational opportunities for all people of working age – this includes initial education for young people and further education for adults

Key responsibilities:

The Advisor Skills Alliance for Ukraine is responsible for:

  • Support the communication with Ukrainian and international members of the Skills Alliance, such as international organisations, governments, NGOs and companies
  • Planning and preparation of events and workshop concepts online, hybrid and face-to-face
  • Builds and maintains strong relationships with the Ministry of Economy, Environment and Agriculture and the Ministry of Education and Science 
  • Coordination of outreach activites to private sector organisations and companies active in vocational education and training 
  • Supports the realization of partnerships between companies and training providers in Ukraine
  • Support of membership management, mapping, communication and event activities 

Required qualifications, professional experience and personal competences:

  • At least 5 years of relevant professional experience in an international development, public-private partnership, or institutional capacity-building context
  • Demonstrated experience in the field of education, vocational education and training (VET), or skills development, preferably in Ukraine or a comparable context
  • Prior engagement with private sector companies, employer organisations, or business associations, ideally in the context of workforce development or VET partnerships
  • Track record of successfully planning and facilitating workshops, stakeholder events, or multi-actor dialogue formats (online, hybrid, and/or in-person)
  • Readiness to frequent business trips (depends on security situation)
  • English, Ukrainian are required
  • Experienced working in an international team
  • Established relationships with business and/or ministries in Ukraine
  • Excellent organizational, communication, negotiating, and multitasking skills
  • Demonstrated ability to work well both independently and within a team
  • Prior experience with GIZ or international organizations would be an asset
  • Customer and service-oriented attitude
  • Ability to work under pressure
  • Good working knowledge of ICT technologies and computer applications (e.g. MS Office)
  • Willingness to upskill as required by the tasks to be performed

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration: until 31 December 2026, with the possibility of extension.
