Junior Advisor
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Secretariat of the German Ukrainian Energy Partnership” to fill the position of the Junior Advisor (full-time, Kyiv), (internal SAP code: Junior Advisor)
The Energy Partnership (EP) between Germany and Ukraine was launched at the end of August 2020 to establish a platform for high level political dialogue and cooperation between the two countries, in particular the Federal Ministry for Economic Affairs and Energy (BMWE) and its Ukrainian counterpart, the Ministry of Energy of Ukraine (MinEnergo). GIZ advises BMWE on the implementation of its bilateral energy partnership (EP) with Ukraine as part of the global initiative “Bilateral Climate and Energy Partnerships”.
A particular focus is currently being placed on the themes of energy security and resilience—including the decentralization of the energy system—as well as integration into European energy markets, serving as a prerequisite for Ukraine’s accession to the EU. The project provides expert advisory services on Ukraine’s energy transition through specialist studies, workshops, study tours etc. German and Ukrainian companies, energy service providers, sectoral associations, and key actors from academia and civil society are actively involved.
We are looking for a motivated individual who will be an integral part of the small hybrid team working at the Energy Partnership Secretariat in Germany and Ukraine. This role is ideal for someone who thrives in a dynamic environment, is a fast learner, and eager to contribute to projects that are shaping the energy sector. The junior advisor will also play an important role in maintaining excellent professional relations with partners and stakeholders both internal and external, and in driving energy sector reforms advancing Ukraine’s EU accession.
Key responsibilities:
- Business outreach to companies driving the energy transition in Ukraine
- Assisting the Energy Partnership Secretariat’s team in event and partner management
- Knowledge management
Tasks:
The Junior Advisor
- Monitors and analyses developments in renewable energy sectors (i.e. wind, solar, BESS, hydro, biomass) by monitoring market news, attending sector events, drafting market assessments and keeps other team members up to date
- Supports exchange with Ukrainian sectoral associations, German Chamber of Commerce and Industry, others
- Provides ad-hoc research support and input to policy briefings
- Organises events and documents meetings, workshops and seminars
- Supports the team in moderation of meetings, workshops and seminars on-line and off-line
- Assists the communication colleagues in the Energy and Climate Cluster and in the Global Team of the Energy Partnership with project-related information, drafts of articles etc.
- Keeps the EP website up to date (overall administration lies with the Global Team of the Energy Partnership)
- Assists in communicating, updating and collecting information on MS-Teams and other services
- Actively promotes and contributes to knowledge management
- Support result-based monitoring and evaluation
- Supports organization of events of the Energy Partnership Secretariat
- Prepares necessary documents (service requests, offers, invoices etc) required for contracting consultants, venues, contractors for submission to the Energy and Climate Cluster procurement team
- Facilitates formal communication to political partners, speakers, collaborators, by letter and email
- Manages interpreters and meeting links for workshops, seminars
- Contributes to keeping the EP Excel contact list up to date
- Bachelor’s Degree or Certificate/diploma or similar qualification from a recognised university in the field of business, law, (power) engineering or related fields
- 2 years’ professional experience in a company or other energy sector actor
- Knowledge of functioning of energy markets
- First work or study experience in an international environment
- Good working knowledge of ITC technologies and affinity to digital tools
- English (B2 or higher), native in Ukrainian
- Team spirit, curiosity and a results-oriented attitude
- Good management and self-organisational skills
- Motivation to work for the energy transition
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. A follow-up project is in preparation, so that the contract is expected to be extended beyond 31 December 2026.
