Junior Advisor on Sustainable Finance

The Sustainable Finance Unit (SFU) of the Energy and Climate Cluster (ECC) of GIZ Ukraine supports the implementation work of the cluster's programs. It advises on financing instruments and approaches in the energy and climate sector, mobilizing private capital for the sustainable reconstruction (Build Back Better) of Ukraine, as well as on cooperation with (multilateral) development banks. Furthermore, the SFU works on cooperation approaches with private and public financial institutions to address the short-, medium- and long-term needs and strategic goals of Ukraine. It also supports the development of a sustainable finance system in Ukraine, develops Sustainable Finance Trainings for Ukrainian banks and implements them. For this purpose, the SFU analyzes the global Sustainable Finance agenda and transfers relevant components to Ukraine.
Key responsibilities:
- Jointly with team members provide advice on sustainable financing mechanisms to programmes of GIZ Ukraine’s Energy and Climate Cluster and support alignment of the SFU work across projects in the cluster, especially with regards to capacity development and project preparation. Experience in renewable energy or energy efficiency projects would be an asset.
- Support cooperation with Ukrainian communities and regional authorities in preparation and structuring of public investment projects, including energy efficiency and renewable energy initiatives
- Prepare operational planning, monitoring and reporting for the SFU activities in alignment with the requirement of the partner project’s commissioning parties and the respective project indicators.
- Work with other team members on developing concepts and implementation plans for new financing mechanisms relevant or applicable in Ukrainian context, including developing partnerships with commercial or development banks or other financiers. Previous experience in working with financial institutions would be an asset.
- Monitor national reforms and financial instruments relevant to public investment, local borrowing, state support schemes and climate-related financing and prepare analytical materials and presentations.
- Ensure close and good working relations and regular communication with Ukrainian stakeholders on national, regional, and local level including preparation of official communication and translation of relevant documents as well as preparation of social media communication.
- Organize events such as webinars, workshops or partner events in the context of the SFU’s implementation work, including logistics, interpretation, communication, etc.
- Prepare Terms of References for consultancy contracts and research projects and ensure quality and compliance with GIZ rules of services provided by external experts and service providers.
- Support the team in workflow and document organisation
- Provide the professional platform for networking and partnership building with national and international financial institutions, national government, local authorities, NGOs, private sector and international development banks and organizations or projects.
- Contribute to the strategic development of the SFU, ensuring implementation activities are on track and conceptualizing new activities and partnerships within GIZ and beyond.
Required qualifications, professional experience and personal competences:
- MA/MSc in Economics, Finance and/or Energy Economics.
- At least one year of professional experience in the financial industry, development finance institutions or international cooperation (e.g. energy/ project finance, climate finance or public investment).
- Willingness to work on policy, financial and regulatory topics and to build expertise in Sustainable Finance. Knowledge of the international Sustainable Finance agenda, ideally experience in working in the Sustainable Finance context, is a big advantage.
- Work experience in project management, ideally in international development cooperation, is desired, especially experience with financial institutions or development banks.
- High proficiency in written and spoken Ukrainian and English.
- Profound interest in the field of international cooperation in Ukraine with a focus on sustainable finance, energy and climate finance.
- High political sensitivity and inter-personal skills, capacity to coordinate and communicate with political actors on different hierarchical levels, ability to maneuver activities and mediate interests in a complex political context.
- Ability to independently organize and manage assigned work and responsibilities.
- Ability to work independently and under time constraints in a fast-paced, multicultural environment.
- Pronounced social skills and ability to work well in teams.
- Customer and service-oriented attitude.
- Goal-oriented working style combined with a high level of frustration tolerance.
- Ability to come up with innovative ideas to improve performance and satisfaction.

Employment conditions:
Full-time (with 40-hours working week) or part-time (min 70%) position. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
