Legal Advisor on Anti-Corruption Policy
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Supporting transparency and corruption prevention in Ukraine” to fill the position of the Legal Advisor on Anti-Corruption Policy (full-time, Kyiv), (internal SAP code: Advisor)
“Supporting transparency and corruption prevention in Ukraine” will be a technical cooperation project commissioned by the German Federal Ministry for Economic Cooperation and Development and implemented by GIZ in order to support the government of Ukraine in its efforts to detect, combat, sanction, and prevent corruption, align the anti-corruption framework with European standards, and enhance transparency and corruption prevention in the reconstruction sector
The advisor will be part of the project’s advisory team which monitors relevant policies, stakeholder actions in the area of transparency, anti-corruption, and reconstruction. They will provide actionable policy analysis for the project’s national and international stakeholders and pro-actively ensure an up-to-date information basis on relevant policies for the project and other relevant colleagues. The advisor will contribute to the project’s cooperation with external actors, such as civil society organisations, specialists, and other international projects by ensuring continuous connections, developing joint activities, and monitoring of respective cooperation formats.
Key responsibilities:
- Monitor anti-corruption policies and legislative activity in Ukraine and provide actionable analysis on it for national and international stakeholders of the project.
- Compiling analyses, memoranda, opinions, and recommendations and other on-demand legal advice related to selected anti-corruption reforms to partners and donors to maximize the added value for the Ukrainian partners.
- Liaising, developing and maintaining good working relations with relevant partner institutions to advance the project’s objectives.
- Liaising with civil-society representatives relevant for the project’s work, developing cooperations with them, contributing to the work of the project’s civil society support facility.
- Contributing to the project’s interaction with other development cooperation projects through participation in regular coordination meetings, liaising with project representatives, supporting the development of joint activities, supporting monitoring and administrative management of the cooperation.
- Engaging with external experts to steer their inputs, including coordination of processing, quality control, financing monitoring, contact facilitation with relevant interlocutors.
- Ensuring gender equality in the scope of the project’s activities and the recommendations of the network.
- Staying abreast with the overall strategic approach of the Ukrainian government and developments vis-à-vis anti-corruption and EU alignment in Chapter 23 of the EU acquis.
- Contributing to the project’s public relations, monitoring, and evaluation by preparing and sharing information from the areas of one’s responsibility.
- Pro-actively contributing to the advancement of the project’s advisory work by taking up further, related tasks as required by day-to-day operations on an ad-hoc basis.
- Contributing to the success of the project in all areas through close collaboration with the project’s leadership and colleagues, promoting experience exchange, and dialogue, reflection, and learning.
- Actively contribute to GIZ-internal coordination formats on transparency, anti-corruption, and reconstruction beyond the immediate project team.
Required qualifications, professional experience and personal competences:
- Master’s degree (or equivalent) in law
- 2-5 years of professional experience related to transparency, corruption prevention, and related reforms
- Thorough understanding of the Ukrainian and European legal framework on anti-corruption
- Thorough understanding of the Ukrainian government’s reform agenda on transparency and anti-corruption, including with regard to the country’s EU accession process
- Proven experience in drafting legal analysis in the context of international cooperation and policy advisory
- Access to a network of legal experts in the field of anti-corruption
- Previous experience in a comparable project as an asset
- Excellent command of written and spoken Ukrainian and English; command of German would be a plus
- Strong interest in anti-corruption, transparency, and reconstruction
- Engaged and proactive team player with excellent intercultural competences
- Strong organizational, planning, and task management competences
- Excellent communication, writing, and presentation skills
- Ability to work independently, often under tight deadlines, and deliver at pace
- Resistance to stress and ability to manage multiple workstreams under one’s responsibility
- Good judgement, integrity, and sense of tone
- Aptitude for assessing material and content of politically sensitive nature

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
