Monitoring Specialist
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Integrated Response Hub for Ukraine” to fill the position of the Monitoring Specialist (full-time, Kyiv), (internal SAP code: Monitoring and Evaluation Specialist)
The Stabilisation Platform (SPF) supports the German Federal Foreign Office's (GFFO) engagement in crisis and conflict affected regions around the world.
The Integrated Response Hub Ukraine (IRHU) is a civil support instrument jointly funded by the GFFO and the European Union Commission (Foreign Policy Instrument). In close coordination with other like-minded actors, it can respond to rapidly changing needs of state and civil society actors in Ukraine.
The Monitoring Specialist will support the implementation of the Monitoring and Evaluation Component of the IRHU (Monitoring and Verification Mechanism- MVM) to verify the implementation of service deliveries by Ukrainian civilian security actors and civil society. Main activities are the conduct of on-site monitoring and verification missions, follow-up conversations with project partners/delivery recipients/beneficiaries/communities, technical documentation, and reporting.
Key responsibilities:
- Implement the existing monitoring mechanism to monitor and ensure the timely implementation of all activities under each component of the project.
- Ensure accurate and timely collection of project data, including reports and imaging.
- Meet, liaise, and engage with project partners, recipients, and communities to gather, review, prepare, and provide information and data to support the MVM.
- Line-management of one junior officer/consultant.
- Inform management of the project about potential risks and issues arising within or outside the project that are relevant to any of the project fields of action.
- In close cooperation with the Programme Advisor, monitors closely local media and social media on messages that relate to the activities/deliveries.
- Support the continuous improvement of the MVM framework and plans, the definition of project indicators, the prioritization and sequencing the implementation of project activities, to ensure that the activities result in foreseen outputs and outcome.
- Provide feedback to the Management on project strategies and activities.
Required qualifications, professional experience and personal competences:
- MA/MSc in Economics, Pol./Social Science, Business Administration, or related field.
- Relevant work experience in the public domain, with NGOs and/or International Organizations.
- Ability, flexibility, and willingness to conduct regular business trips to affected areas and communities under the GIZ security umbrella; also, generally able to spend longer periods in relevant locations (Poltava, Chernihiv, Kropyvnytskyi)
- Relevant professional experience in project implementation, business administration, auditing, monitoring and evaluation, or a related field.
- Very skilled in processing data and providing clear and concise written and oral reports; experience with “Power BI” is desirable.
- Relevant experience in working with affected communities in Ukraine.
- High proficiency in Ukrainian, very good command in written and spoken English, German written and spoken desirable.
- Good understanding of the political system and political and security (regional, local) dynamics within Ukraine.
- High political sensitivity and inter-personal skills, capacity to coordinate and communicate with security and community actors on different hierarchical levels in a complex political context.
- Skilled in building and maintaining interpersonal networks and social connections.
- Organizational skills with a focus on coordination, monitoring, and evaluation.
- Proficient use of MS Office Package.
- Good command in using technical photographical equipment and related software.
- Experience with international development cooperation, especially in the design and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/ Government is an asset.
- Previous training in relevant training (i.e. OFAC checking and compliance, MEAL/MEL training courses, UN procedures and operations, compliance) is considered an asset.
- Experience in working on humanitarian-, peacebuilding- and/or security affairs in Ukraine is considered an asset.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
