The “Supporting Ukraine in the implementation of the Paris Agreement and adaptation to climate change in the Black Sea Region (PAABS)” project advises Ukraine on how to implement the Paris Agreement by promoting a low-carbon economy and climate-resilient future. It supports the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA) in planning, realising and monitoring the transformation. To do so, it supports knowledge-building and provides instruments to align reporting on the Paris Agreement with international standards. This includes, for example, an IT system based on satellite images that is used to monitor land use and forest management. 

The project provides relevant target groups with data and analyses, enabling them to make evidence-based decisions and develop strategies for greenhouse gas reduction. For industries with high levels of harmful emissions, it also supports data-based strategies that highlight the advantages of greenhouse gas reduction. The aim here is to increase acceptance and support of environmental and climate policy in these industries. 

The project is also committed to gender equality in its approach to adapting water management to climate change. Good practices are collected and analysed with a view to disseminating them in Ukraine and the Black Sea region. 

The project is implemented in conjunction with an association of mainly Ukrainian institutions that are working towards a low-carbon economy and climate adaptation. This approach ensures that their views are taken into account in policy-making.

Key responsibilities:

The Project Assistant provides administrative and organizational support to ensure smooth project implementation. The position covers the following areas:

  1. Meeting, Events and Travel arrangements

Support the planning, preparations, and implementation of meetings and events, including travellogistical arrangements.

  1. Procurement and Contracting Support

Assist in procurement processes and the preparation of different type of contracts.

  1. Project Administration and Coordination

Ensure effective internal and external communication flow within the project team, other projects of the Energy and Climate cluster, the GIZ Office Ukraine, the GIZ Head Office, and partner organisations, and provide administrative support to project implementation.

 

  1. Information and Knowledge Management

Maintain structured documentation and filing systems in line with GIZ filing rules, and support internal and external knowledge management, transfer, and outreach.

Tasks:

The Project Assistant performs the following tasks:

 

  1. Meeting, Events and Travel arrangements

  • Supports the organisation of meetings, workshops, and various types of events
  • Assists with travel arrangements, including preparing travel schedules, booking accommodationand tickets
  • Supports the preparation of event-related documents (agendas, participant lists, information materials, etc.)
  • Assists in documenting meetings (e.g. preparing minutes, summaries)
  • Supports the reception of guests and ensures smooth delivery of events

  1. Procurement and Contracting Support
  • Supports procurement for events (e.g. translation services, catering, restaurants and catering, hotels, logistics, etc.) 
  • Assists in preparation of procurement and contracting documents (e.g. ToRs, requests, offers, invoices) for local and international procurement processes.
  • Coordinates with internal units and service providers to ensure timely processing all necessary documentation

 

  1. Project Administration and Coordination
  • Supports internal communication and information flow within the project, across Energy and Climate Cluster, with partner organizations, and within GIZ structures 
  • Manages incoming and outgoing correspondence (e.g. email, post), including tracking and follow-up 
  • Coordinates schedules, appointments, and maintains calendars 
  • Maintains overview of upcoming meetings and key deadlines 
  • Supports general office organization and workflow efficiency 
  • Assists in preparation of routine correspondence, briefings, and presentations 
  • Provides translation support for internal documents when required 
  • Photocopies and scans documents as needed.

  1. Information and Knowledge Management
  • Maintains and updates project filing systems in line with GIZ rules 
  • Ensures proper documentation and archiving project records 
  • Supports knowledge management, including the collection and organization of project information and outputs 
  • Contributes to information sharing and outreach activities as needed 
  • Handles sensitive information with a high level of confidentiality

 5. Additional Duties

  • Providing general administrative and organizational support to the project team 
  • Cooperates closely with the project team
  • Supports similar tasks for another project (Ukrainian Climate Office), as required
  • Performs other duties as assigned by the project team.

Required qualifications, professional experience and personal competences:

  • Bachelor’s degree or higher 
  • Relevant experience in administrative or project support roles is an asset 
  • Good working knowledge of IT and standard software (e.g. MS Office) 
  • Strong organizational and coordination skills 
  • High attention to detail and accuracy 
  • Language Skills: Ukrainian (native), English (minimum B2 level) 
  • Service-oriented and reliable working style 
  • Strong communication and interpersonal skills 
  • Ability to work in a structured and independent manner
  • Team player with intercultural sensitivity 
  • Willingness to learn and adapt to project needs 
  • Strong interpersonal and intercultural competencies

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts as of June 2026. The contract duration will be 12 months with the possibility of prolongation.
