Regional Development Specialist
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a qualified staff member for the project “Power4JustTransition” to fill the position of the Regional Development Specialist (full-time, Kyiv), (internal SAP code: Regional Development Specialist)
The Energy and Climate Sector of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in private sector. There are 15 projects in the Cluster portfolio. In their operations, they are supported by a Communications’ Unit to guarantee the proper communication of projects’ goals and results. To strengthen the Communication team ahead of the growing projects portfolio GIZ is looking for a qualified professional to fill the position of PR and Communication Specialist. We are looking for a full-time PR & Communications Specialist with a firm grasp of political realities and sensitivity to support the implementation of communication strategies with the aim to drive change through offline and online channels, to dynamically communicate to target audiences our work, key messages, and achievements. Activities of this position will focus on the project Power4 Just Transition (P4JT) and support also the projects Renewable energy support (RES), Felicity and Energy Partnership (EP). Power4 Just Transition supports Ukraine in shaping the structural change associated with the coal phase-out and the reconstruction of the energy sector in accordance with the concepts of Just Transition and Green Recovery. The communication specialist will support two components, including the visibility of the donation campaign and target a broad number of stakeholders working in different regions of the country. The RES focusses on renewables supporting critical infrastructure and Felicity addresses technical and financial barriers and accelerate investments for low carbon and climate resilient cities (water wastewater and energy efficiency in buildings). Energy Partnershis provides a platform for a bilateral political dialogue, foster cooperation in the energy sector, coordinate emergency assistance for the Ukrainian energy sector. This position foreseen Ukraine-wide travels, in case necessary, under a business as usual scenario (i.e. when travel restrictions are lifted).
Key responsibilities:
- Support the Programme Component manager and project team in the implementation of all technical and financial support activities relating to regional development in the field of just transition
- Coordinating and ensuring communication with Ministry for communities and territories development of Ukraine, other central executive bodies on project activities issues;
- Support development and implementation of the Regional Development Program for Just Transition Territories (as part of Action Plan 2025-2027 for State Strategy of Regional Development until 2027);
- Support to the management of the the State Target Program of Just Transition for Coal Regions (STP) (support of implementation, proposals for annual amendments, support updating of the local strategies in accordance with STP, monitoring and evaluation of STP measures in pilot regions); advisory to the regional and local authorities in the implementation of the STP, as well as development, adaptation and implementation of the territorial just transition action plans and energy plans
- Advisory of the responsible ministry on JT relevant financing windows, incl the operationalization of the Just Transition and Just Resilience of Ukraine Programme in collaboration with the EIBSupport for the EU integration process in the just transition area
- Support the project team in monitoring project activities, knowledge management and document management for DMS in line with GIZ’s filing rules, keep track of forthcoming meetings and events and autonomously monitor and address open tasks and deadlines for these events
- Provide cross-cutting support to the project team, procurement and finance officers in performing their tasks related to the project operations.
- This position requires Ukraine-wide travels, in case necessary, under a business as usual scenario (i.e. when travel restrictions are lifted).
Required qualifications, professional experience and personal competences:
- MA\ MSc or higher with a focus on a relevant field, preferably law
- At least 10 years of general work experience and 5 years of relevant work experience in the field of regional development
- Experience with regional development policy framework in terms of implementation and management
- Experience in or in cooperation with national level executive bodies responsible for regional development
- Fluency in Ukrainian and English.
- Excellent analytical skills
- Excellent and proactive communicator with a service-oriented attitude
- Good knowledge of administrative structure, procedures and legal framework on the local, regional and national level
- Good working knowledge of MS Office package and digital conference tools.
- Curiosity and creativity in inventing new exchange formats.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
