Specialist for Integrated Case Management

The Sustainable Economic Development (SED) Cluster of GIZ Ukraine comprises various projects implemented on behalf of the German government supporting Ukraine to develop a resilient and competitive economic sector. Partners of the projects are Ukrainian ministries on the national level, administrations on regional level, stakeholders on the municipal level, and private sector companies. 

The “JobConnect” project supports the Ukrainian Ministry of Economy, Environment and Agriculture (MoEEA), the Ministry of Social Policy, Family and Unity (MoSPFU) and the State Employment Service (SES) in developing an integrated, digital and data-driven labour market approach that complies with EU standards, at the interface with social policy. This is achieved through (1) better coordination of labour market and social policy (and stakeholders), including EU requirements, and capacity building for the partners; managing the Secretariat of the Gender Alliance; (2) strengthening, modernising and integrating relevant labour market institutions in line with EU frameworks, in particular the SES; and (3) testing digital and data-driven approaches. “JobConnect” is being implemented for integrated delivery by a cross-project team in conjunction with the SIGA project “REYOIN”. REYOIN enhances the employability of the working-age population in Ukraine through active labour market policy measures and support for labour market policy processes, particularly at the (4) local level in selected regions (Lviv, Vinnytsia, Dnipro, Odessa, Ivano Frankivsk) and with regard to SES services. Implementation takes place in close cooperation with the World Bank and other international organisations.

Specialist for Integrated Case Management will be responsible for supporting the development and implementation of (employment oriented) integrated case management approaches at the interface between labour market and social protection services - bridging operational practice and digital systems - within the context of the jointly implemented projects "JobConnect" and "REYOIN". This position will be working as part of a team of international and national experts (GIZ and external ones) in a sensitive and complex environment which is highly dynamic.

This position foresees frequent travel within Ukraine and occasional travel to EU countries.

Key responsibilities:

• Analyse existing case management practices at SES and MoSPFU, their implementation at local level and downstream service providers, identify and address gaps, inefficiencies and opportunities for integration across institutional boundaries,
• Advise stakeholders - especially SES at national, regional and local level - on the conceptualisation and piloting of an integrated case management approach at the interface of labour market and social protection services, with particular attention to vulnerable groups including IDPs, veterans, persons with disabilities, and long-term unemployed,
• Support the translation of operational case management processes into functional requirements for digital systems, especially for SES, aligned with (3), and contribute to the participatory design of relevant digital modules by applying a design thinking approach,
• Contribute to the development of process documentation, standard operating procedures, methodological guidelines and training materials for case management practice,
• Together with external service providers support capacity development activities for SES staff and other frontline practitioners (e.g. from the social protection area) on integrated case management methods, tools and digital workflows, 
• Feed local-level piloting experiences from REYOIN into the national institutional reform work of JobConnect, maintaining a structured feedback loop between local and central levels,
• Contribute to Thematic Learning Dialogues and exchange formats with EU Public Employment Services (PES) on good practices in integrated case management,
• Ensure coordination with other technical as well financial assistance projects supporting the SES (within GIZ and externally), especially UNICEF and World Bank.
• Support the line-management with the development, strategic direction, management and successful implementation of (2), and ensure coherence with the other REYOIN / JobConnect, workstreams,
• Formulate Terms of Reference for external service providers, supervising the implementation of contracts, as well as monitoring and reporting result,
• Establish, maintain and ensure excellent communication flows based on mutual confidence and trust with all relevant stakeholders in Ukraine and the EU,
• Support the planning and the monitoring of project-related activities in Ukraine, including timely contributions of accurate information to the project’s results-based monitoring framework and knowledge management processes,
• Ensure timely preparation of briefing materials, presentations, analytical notes, and reporting documents for internal and external stakeholders,
• Coordinate and support the preparation of workshops, high-level meetings, consultations, donor coordination formats, and international exchange activities.

Required qualifications, professional experience and personal competences:

• Master's degree or equivalent in social work, public administration, social policy, economics, or a related field,
• Minimum of 5 years of professional experience in case management, integrated services delivery, social services, employment services or related fields, with proven exposure to institutional reform or process development,
• Solid understanding of the Ukrainian social protection and labour market system, including the roles and mandates of SES, MoSPFU and downstream service providers,
• Experience working at the interface of operational service delivery and digital systems development, including contributing to functional requirements, process mapping or user-centred design, is considered a strong asset,
• Working experience with vulnerable groups (e.g. IDPs, long-term unemployed, persons with disabilities, veterans, people 50+, returning Ukrainians),
• Familiarity with EU approaches to integrated social and employment services, including relevant good practices from EU Public Employment Services, is an asset,
• Proven experience in organization of capacity development measures, especially for public instructional partners, 
• Experience in promoting gender responsive or gender transformative policies is considered an asset,
• Proven experience in liaising with stakeholders such as government officials, private sector representatives, and civil society actors, including proven experience initiating and/or facilitating multi-stakeholder dialogues, 
• Outstanding interpersonal and diplomatic skills, with a strong ability to network, negotiate, and maintain the highest standards of discretion, integrity, and professionalism,
• Advanced project management skills and ability to self-organise and prioritise tasks,
• Ability to perform under pressure, including timely delivery of high-quality results,
• Strong communication and team skills, including cooperation with people of different social backgrounds and cultural backgrounds,
• High proficiency (C1) in written and spoken Ukrainian and English is mandatory; knowledge of German is considered an asset,
• Very good working knowledge of digital office applications,
• Willingness to travel locally and abroad (depending on the security situation).

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of extension.
